Procedure

In Person

• Visiting your nearest People's Committees
• Filling up 1 declaration form in the prescribed form. Download here
• Carrying the original Household Registration Book and Identification Card of the parents, adoptive parents or legal guardians.
• Getting Birth Certificate (being offered by the hospital or Health facilities where children were born). If the children were born in the Health Facilities, the Birth Certificate is replaced with a written certification of the witness.
• Bringing the Marriage Certificate of parents.

Required Documents

• Completed 1 declaration form.
• In case of necessity the applicants must bring original household registration book or its endorsed copy to collate.
• When obtaining the Birth Certificate, the applicants must present the original ID or passport to check.
• Marriage certificate of parents if possible.

Office Locations & Contacts

The applicant can call 1080 (The Information Center) to ask the address the People's Committees near where the parents live most and come there to apply for Birth certificate.

Eligibility

The parents, grandparents or other relatives of the child can go through this procedure to register a birth for that child.

Fees

Registering a birth does not charge a fee.

Validity

The validity is ??lifetime.

Processing Time

Time to complete the application for registering a Birth is only 1 day from the date of receipt of the full dossier as prescribed. However, in case of necessary clarification, the processing time is not exceeding 5 days.

Instructions

• Fill up 1 application for birth certificate.
• The application for birth certificate has to apply at the People's Committees of communes, wards and towns that is the mothers permanent residence registration (in case both the parents of the child is a citizen of Vietnam).
• Some other specific cases:
  • The birth registration for the abandoned children is made at the People's Committees of communes, wards and towns that is the temporary fosters permanent residence registration.
  • In case of the birth registration for the illegitimate children, if the father can not be identified, the recorded part of the father in the Birth Registration Book and Birth Certificate is blank.
  • Children born in Vietnam, whose parents are Vietnamese citizens residing overseas: registering at the People's Committees of Communal Levels, where the mother or father resided during the time staying in Vietnam.
  • Children born in VN, whose father or mother is a Vietnamese citizen residing domestically and the other is a Vietnamese citizen residing overseas: registering at the People's Committees of Communal Levels, where is the place of residence of who is Vietnamese citizen residing domestically.

• Full name of parents, adoptive parents or legal guardians.

Need for the Document

It is an officially vital document issued to record a person's birth, including such identifying data as name, gender, date of birth, place of birth, and parentage.

Information which might help

• Birth certificates are issued only one original. The copies of birth certificates are issued upon the request of the people applying for the birth registration.

• Within 60 days from the date of giving birth, the parents must go for Register a birth. Unless you can go, you have to ask the grandparents or relatives of the children to help you do birth registration. Exceeding that limit time, you will be subject to warning or a fine of 50,000vnd to 100,000vnd.

Other uses of the Document/Certificate

• Facilitating the application for the children starting to study in Primary School.
• Being considered as their proof of identity.
