Procedure

1. The guardians or the guardianship agency must go to their local civil registry office and submit the guardian-appointing papers. The guardian-appointing papers must be made by the guardian appointers; if many persons appoint a guardian, all of them must sign the guardian-appointing paper.
2. Within 5 days after full receipt of all the required documents, if it seems that the guardianship fully meets the conditions set by law, the commune-level People's Committees shall register the guardianship. Where it is necessary to make verification, the above-said time limit may be prolonged for 5 days at most.
3. Upon registration of guardianship, the presence of the guardian appointers and appointed guardians is required. Civil status judicial officials will record the event in the registration books. The duplicates of guardianship-recognizing decisions will be issued at the request of guardians and guardian appointers.
   If the ward owns properties, the guardian appointer will need to make a list of such properties, clearly stating their conditions, which will then be signed by the guardian appointer and the appointed guardian. Such list must be made in 3 copies, one of which to be archived at the commune-level People's Committee with which the guardianship is registered, one to be handed to the guardian and one to the guardian appointer.
