- To Apply for Renewal of Health Insurance and Health Membership organisation (HMO) in Uganda,the applicant should put in place all the insurance papers,before visiting the Insurance regulatory Authority of Uganda headquarters to start the renewal Licence process.
- The applicant may also apply through online Licensing portal available on the Authority website Insurance regulatory Authority
- Pick an application form for insurance renewal Licence, fill the form and submit all relevant requirements together with the remittance of 3,000,000 Ugshs the completed application form be returned to Insurance regulatory authority.
- Application for insurance renewal Licence must be made in the name of a person or a corporation and submitted on a standard form as prescribed by the Authority. The application form must be submitted together with other required documents and the proposed insurance plans which must comply with minimum standards as specified in insurance Act.
- All Health insurance and health membership organizations should be renewed by 1st January of every year for a period of 2 years.
- The applicants are also required to attach a copy of professional indemnity policy cover of the sum insured of at least UGshs.100 million.
- The applicant should ensure that when submitting for Health insurance renewal Licence, he or she must address all the concern of Authority that may have been raised regarding Auditors financial statements and returns of the previous year.
- The applicant should ensure that the management Accounts is submitted every 30th June of every year fully endorsed by the External Auditor.
- The applicant should also ensure that quarterly reports and half yearly returns are submitted every year. (As per insurance Act).
- Once you have completed to fill the application and submitting the requirements proceed to pay all the obligations due to insurance regulatory Authority before submitting your application.
- The application shall be accompanied by the required documents and any other requirements as described by the Authority. There requirements include:-
- Ensure that paid up capital of 500 million shilling is paid before a renewal Licence is granted.
- Attach evidence of compliance with the investment of paid up capital as at 30th June of the previous year.
- The applicant should provide evidence of security deposit as at 30th June of the previous year.
- At this stage attach a copy of your company’s Tax identification Number.
- Proof of payment of annual contribution for the previous year before 30th October as advised by the insurance regulatory Authority.
- Once the application is received, authorities will verify the details and provide applicant with receipt. Keep it safe for future transaction. Authorities will inform you about other successive steps. These include the following:
- to avail a copy of your company returns duly registered with Uganda registration service bureau.
- to a vial to the insurance regulatory Authority a proposal on how the he/she plans to arrange for the treaty reinsurance program for the current year detailing:
- the retention levels
- the reinsurance capacities sought.
- the names of the reinsurers and their shares.
- Commission Levels etc.
- to avail the Authority with the proposed treaty reinsurance program from the lead reinsurer or reinsurance broker for review and discussion where necessary.
- to avail copies of the dully signed treaty reinsurance cover notes reflecting 100% placement with related reinsurance and compliance with section 74 of insurance Act.
- Attach the insurance agent you intend to continue with their completed insurance licence together with a fee of 100,000 UGshs. per Agent (200,000 Ugshs. For corporate agents) this amount is non-refundable.
- Attach Tax identification number for all your agents.
- The Authority shall, for the purpose of considering and making a report on an application, appoint a committee of not less than three members of the Authority which committee shall report its recommendations to the Authority in writing.
- After a report from the Committee, considering all the formalities to be successful, the applicant will be informed to collect the renewal insurance. Collect the renewal Licence from the Insurance regulatory Authority of Uganda.
- The Authority shall then publish the list of all those who will have been licensed in the gazette.
- Any HMO which may not have been published as duly licensed for renewal by time of publishing the list will meet its own cost of publication.
- The granting of renewal insurance licence will be subjected to provision of the Act, the health membership organisation guidelines and the agreement between the authority and your insurance company.
- The applicant may appeal to the Tribunal within thirty days from the receipt of the communication of the Authority, if aggrieved by the decision of the Authority and the Tribunal shall make a decision within thirty days from the date of the appeal.

- Names, nationality and address of the directors of the applicant.
- If any of the directors has been convicted of any offence involving fraud or dishonesty,he/she should give full details,in addition,the applicant should submit
- A copy of the Professional Indemnity Insurance Policy cover to protect the business interests against claims for error or omissions,professional neglect for both principals and employees,of at least Ushs.100 million;for the said staff.
- Details of the company Accountant who should be recognized as such;by ICPAU and approved IRA.
- Proof of registration from Uganda registration services bureau/business-registration/registering-a-new-company.
- A certified true copy of the articles and memorandum of association (other document by which the Health Membership Organisation (HMO)) is constituted.
- Annual accounts within three months from the end of the financial year duly audited by an Auditor approved by the IRA.
- Management Accounts within a month from the end of each quarter.
- Detailed and signed curriculum vitae of all directors and the Chief Executive Officer
- Names, nationality and shareholding of shareholders
- Detailed signed curriculum vitae of the management and technical staff.
- List of all branch offices, address and telephone numbers
- Copies of valid work permits for all expatriate staff.
- Listing of Service Providers (affiliates) who have signed contracts with the HMO.
- List of all agents employed.
- Company Business Plan for three (3) to five (5) years duly endorsed by an external auditor.
- A certified true copy of each type of policy of insurance / contact which the Company proposes to issue.
- Copy of the various benefit packages to be offered to prospective members and the Premium thereof.
- Copy of the registration certificate for the Medical Director or the person in charge of health services issued by the Uganda Medical and Dentist Practitioners` Council for the professionals.
- List of all agents employed.
- Evidence of membership to the Insurance Institute of Uganda.
- Copy of the latest insurance license (if any).
- Such other documents and information as the Authority may require.
- Fill the personal fit and proper questionnaire.
- All licensed players are required to pay Annual contribution as will be advised by the IRA.
- All licensed players are required to pay a training levy of 0.5% payable quarterly to the Insurance Institute of Uganda.

- Members of HMO Association MUST produce certificate of Membership to be eligible for renewal Licence.

- Persons who at the time of effecting the insurance contract are residents of Uganda;
- Goods or assets situated in Uganda;
- Ships,aircraft or other vehicles registered in Uganda; or
- Goods imported from other countries except personal effects and donations.
- All local risks and persons,including imports shall be insured by insurance companies licensed to carryout business in Uganda.
- A HMO licence which authorises the holder to provide health benefit plans to persons resident in Uganda only
- A licensed insurer and a HMO shall have and maintain paid-up capital of not less than the amount prescribed in regulations.
- Every share in an insurer or HMO shall be fully paid for in cash unless the Authority otherwise approves in writing.

- Every insurer and HMO shall establish and maintain an appropriate governance and management framework.
- Every insurer and HMO shall establish and maintain such strategies, policies, procedures and controls appropriate for the nature, scale and complexity of its business and its risk profile and ensure that they are regularly reviewed and updated.
- The governance and management framework shall provide for—
- the apportionment of roles between shareholders, directors, senior management and key persons in control functions;
- the separation of the oversight function from management responsibilities; and
- the adequate monitoring of and control of the business and affairs of the insurer or HMO by the directors and senior management.
- The insurer or HMO shall routinely review the suitability of the board members, senior management, key persons in control functions and significant owners.
