ProcedureEdit

  1. Under the breed registration system, any Applicant, can request registration of animal genetic resource and related activities of any breed, by submitting a formal application to the Commissioner, Animal Production and Marketing in the Ministry Agriculture animal industry and Fisheries.
    • Candidate populations must have been bred pure for ten generations, and scientific evidence of their uniqueness and reproducibility (e.g. scientific articles or research reports) must be provided before an application is made.
    • All new genetic materials shall conform to the national bio-safety standards as set by the Uganda National Council of Science and Technology (UNCST) and the Uganda National Bureau of Standards (UNBS).
  2. The application must be accompanied by a complete description of the proposed breed using a standard set of species-specific descriptors, a detailed history of the population and a list of characteristics that distinguish it from other populations.
  3. The applicant must also submit photographs of representative individuals of different sexes and ages, and a list of the registered animals that conform to the “breed” standards.
  4. In addition, the applicant must submit letters from at least three different breeders or owners, indicating:
    • Why they believe the candidate population should become a recognized breed;
    • How long they have been breeding the candidate population;
    • The reasons for recognizing the proposed breed as a separate entity;
    • Activities undertaken to establish the distinct population (e.g. breeding strategies);
    • Any suggestions as to how to further improve the population in the long term;
    • Characteristics that make the candidate breed clearly different and distinctive from all other breeds.
  5. The application is then lodged and reviewed –and approved or rejected –by The Commissioner, Animal Production and Marketing after 5 working days.

  6. Provide a Satisfactory genetic impact statement must be provided by the promoter.
  7. Certificate in Full Names of the applicant dully filled for registration of animal resource genetic resource.
  8. Evidence of payment of prescribed fees.
  9. Document on baseline breed survey.
  10. Document on the type of species used in the country
  11. Animal breeding research
  12. Report on animal genetic resource and related activities

  • The National Animal Genetic Resources Centre and Data Bank (NAGRC&DB) was established by the Animal Breeding Act, 2001. It’s one of the statutory semi-autonomous bodies of the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF).
  • Formation of NAGRC&DB was part of the fulfilment of the aspirations in the National Animal Breeding Policy (1997), document and the Action Plan for its implementation providing guidelines to all actors in the animal breeding and production value-chain.
  • The actors included input suppliers, farmers, companies, researchers, extension workers and civic leaders on suitable breeds for the various ecological and production systems.
  • The National Animal Genetic Resources Centre and Data Bank, is established to provide for the promotion, regulation, control, marketing, import, export, and quality assurance of animal and fish genetic materials.
  • The National Animal Genetic Resource centre has to register all animal breeds in a registration system not only to facilitate breed management, but also as a form of protection for local animal genetic resources.
  • To establish a comprehensive and sustainable National Animal Breeding Programme which meets the commercial and developmental interests of the actors along the livestock sub-sector value chains.
