Uganda - Register for Community Based Organisation CBO

Registration of Community Based Organizations are done in the following steps:
- A person or group of persons intending to form a Community Based Organization shall apply for registration to the District Non-Governmental Monitoring Committee before operating in a district.
- The application for registration shall be done on Form K which is provided at the District Non-Governmental Monitoring Committee Offices.
- The following documents are required to accompany the application for registration of a Community Based Organization, -
- a copy of the constitution of the Community Based Organization to be registered;
- a recommendation from the Sub county Non-Governmental Organizations Monitoring Committee;
- a work plan and budget or strategic plan for the Community Based Organization; and
- Proof of payment of the prescribed fees. The application fees for registration of community based organization is UGX 40,000
- Upon fulfilment of the requirements, the District Non-Governmental Monitoring Committee shall issue a certificate of registration and a permit to the Community Based Organization indicating:
- name of the Community Based Organization;
- the objectives or activities of the Community Based Organization;
- date of registration;
- registration number; and
- Geographical area of operation.
- The certificate of registration of a Community Based Organization shall be in Form L shall be issued to the applicant.
- A permit of a Community Based Organization shall be in Form L1 and will be issued to the applicant.

EligibilityEdit
- Every citizen of Uganda has a right to register for a Community Based Organization (CBO)
- Foreigners with a valid name reservation from Uganda Registration Services Bureau (URSB) may register.
FeesEdit
- The application fees for registration of community based organization is UGX 40,000
- Fees for issuance and renewal of a permit of indigenous organization or community Based Organization or regional organization every year UGX 60,000
- Fees for filing annual returns of community based organization UGX 40,000.
ValidityEdit
The Validity of registration and operating permit is one year from the date of registration.

Before applying for registration with the District Non-Governmental Monitoring Committee, individual seeking to register the CBO should name-search and clear the CBO’s name with the Uganda Registration Services Bureau.
Required InformationEdit
- Full names and address of founders / members
- Nationality of founders
- Name of organization
- Particulars of area of intended operation
- Details of specific activities to be done by the organization
- Source of funding of the organization
Need for the DocumentEdit
A CBO needs to be registered for it to carry out its operations in Uganda. After registration, the CBO is given an operating permit, which allows them to operate in Uganda.
Information which might helpEdit
Community Based Organization (CBO) must comply with the following:
- It should not make any direct contact with the people in the area it wishes to operate unless it has given a seven (7) days’ notice in writing of its intentions to the Local Councils and Resident District Commissioner of the area;
- Should co-operate with the Local Councils and Resident District Commissioner of the area
- Should not engage in any act which is prejudicial to the national interest of Uganda
- There is a limit on registration of the organization whose objectives are in contravention of the law of Uganda. An organization must also restrict its operations to the area in respect of which it is registered to carry out its operations;
- A registered organization should be ready to hold itself responsible for all acts of its members and employees;
- Obtain the approval of the Nongovernment Organization board for any goods for which it seek exemptions. Should not engage in any gainful activities;
Other uses of the Document/CertificateEdit
- The document proves the validity of the CBO’s agenda it pre-qualifies them to be able to apply for donor funds.
- A registered CBO has a potential of growing into an NGO
- The document is required when opening a bank account for the CBO.

Refusal to register a Community Based Organization
- The District Non-Governmental Monitoring Committee may refuse to register a Community Based Organization where:
- the objectives of the Community Based Organization as specified in its constitution are in contravention of the laws of Uganda;
- the application for registration does not comply with the requirements of the Act;
- the applicant has given false or misleading information in any material particular;
- the proposed name of the Community Based Organization is the similar to that of an existing organization or any entity operating within the district; or
- The proposed name of the Community Based Organization is confusing or undesirable.
- For purposes of sub regulation (1) (d) and (e), the District Non-Governmental Monitoring Committee shall request a Community Based Organization to change its proposed name before it is registered.
- Where the District Non-Governmental Monitoring Committee refuses to register a Community Based Organization, the District Non-Governmental Monitoring Committee shall give reasons for the refusal and notify the Community Based Organization of its decision within 30 days.
- The notification shall be in Form M.
