Stages involved in registering a government Vehicle in Uganda are not far different from importing a new private vehicle, the only difference is in the payment of government tax,in that the government vehicle is not required to pay government taxes whereas the private new vehicle pays for taxes.

Stage 1: Registration forms to be completed
Upon satisfaction with the documents,the registration officer issues registration forms to be completed by applicant from the government which includes:

  • Allocation of Registration Number of New Vehicle Form/Blue
  • Auto vehicle License Form
  • Form B
  • Federal Road Safety Form,
  • Tax Form

stage 2: Police Confirmation and Endorsement.
After the completion of the Forms listed above, the registration officer will forward them to the Police Officer attached to the Licensing office to append his/her signature on the Allocation form after verifying and satisfied with the documents along with the vehicle brought for registration. This is to ensure that the vehicle under registration satisfies all the existing laws binding motor vehicle registration and that the vehicle to be registered is risk free not a stolen vehicle.

Stage 3: Issuance of Number Plate
Upon receipt of the police endorsed document, the registration officer then process for payment based on the type and capacity of vehicle;

Stage 4: Collection of issued Number Plate
The following are the steps required to obtain a new Number plate.

  • Applicants desired number is sent for VERIFICATION.
  • Documents submitted for registration of vehicle are confirmed with the above stated requirements.
  • Filling of special number request form by applicant after which payments are made to appropriate banks.
  • Applicant returns duly completed form and proof of payments
  • Produced special plates are documented and handed to the owner alongside other documents.
  • The issued number plate will then be handed over to the applicant,The number plate for government vehicles differs from the private vehicles

  2. Receipt of Purchase/Invoice;
  3. Delivery note from the company of purchase
  4. Passport photograph of the vehicle owner;
  5. Motor Vehicle Duty Certificate (Custom Card) to be submitted later for clearing.

  4. Bill of Lading containing the Chassis Number
  5. Engine Number (to be copied out from the engine of the vehicle)
  6. Receipt of Purchase
  7. Terminal Delivery Order.
  8. Vehicle Releasing Invoice.
  9. Form in duplicate (One with EXCHANGE & 5 inscription and the second with Other & 7 inscription
  10. Passport photograph of the vehicle owner.

  • The Department of Transport Licensing board (TLB) deals with motor vehicles from the time they are manufactured or imported to the time they are disposed or exported.
  • Vehicle registration can be done in most TLB offices nationwide and at selected vehicle registration offices in Uganda.

Need for the DocumentEdit

  • Vehicle registration is a requirement by the Republic of Uganda. It's purpose is to establish clear ownership and to tax motorist or vehicle owners. Almost all vehicles bears a unique vehicle identification number, but only registered ones display a vehicle registration plate and carry a vehicle registration certificate.

Information which might helpEdit

  • Uganda requires its residents to register their motor vehicles and display vehicle registration plates. Uganda Government vehicles are written with red paint on a yellow/orange or white background.
  • They all start with UG, followed by a number number finally a letter code to identify the ministry, department, or agency.
  • All statutory (established by an Act of parliament) motorcycles & motorized tricycles, motor Vehicles (Including Engineering plants) use a number plate with a white colour for characters, Blue for background). Examples of these entities includes URA, UNRA, Uganda Free Zones Authority, UCC etc

Security Forces:

  • The UPDF and the Uganda Police Force. The security apparatus is also assigned unique number plates to differentiate them from the general public and enable easy identification of vehicles. The army number plates are issued by the Military Licensing Board.

Privately owned:

  • This category has several number plates starting from those owned by individuals to privately owned entities. In this category; cars and motorcycles for entirely personal use are issued with plates having black characters and white background for front and black characters and yellow background for the rear.
  • However, engineering plants & agricultural tractors are issued with number plates that have red characters and blue background for both front and rear.

Country Diplomats and Consulars:

  • High commissions, embassies and consulates are issued with number plates of a white background and blue characters for both rear and front plates. All number plates allocated to Missions, International/Regional organizations and their staff should be returned to the Ministry after de-registration and before re-exportation of the vehicle.
  • Lastly, these are unusual and hard to find but occasionally offered to persons who own; vehicle bonds, Garages etc and motor vehicle dealers a whole. It looks almost similar to those issued to Government entities.
