Uganda - Obtain interstate Movement permit for Dogs and Cats

The dog/cat interstate movement permit must be obtained for all dogs, cats and small pets before entering Uganda by any commercial carrier for breeding purpose or for sale.

  1. Any person who wishes to transport Dogs and Cats shall apply to the commissioner of livestock and entomology or any person authorized by him or her for that purpose, in the prescribed form accompanied by the prescribed fee.
  2. An official and authentic "interstate Movement Permit" should be obtained from the veterinary authority of the area of origin.
    • The applicant must proof to the Veterinary officer that while in transit, Dogs and Cats shall not come into contact with other animals. To ensure this the veterinary officer must make sure that each pet is appropriately crated.
  3. No person shall import into Uganda any dog/cat except upon the authority of a written permit issued by the Commissioner of Livestock and Entomology.
  4. The Commissioner may endorse on the permit such conditions as he or she may think fit. The Rules set out various conditions that may be imposed including quarantine and restrictions on the breed type and number of Dogs/cat to be transported.
  5. An applicant for movement of Dogs and Cats permit shall comply with any matters which may be prescribed, and the application shall be accompanied by any other forms or documents as may be prescribed.
  6. The Completed application forms should be submitted along with appropriate documents as prescribed by the Authority to the commissioner of livestock and entomology.
  7. The next step is the Animal health inspector officer from the Authority to inspect the Dogs, cats and small Pets to be transported before the permit is approved. The following must be inspected before the Authority approves the application.
    • Whether the Animals have a current rabies vaccination signed by the doctor.
    • The applicant cleared and registered with the veterinary doctor.
    • To ensure that the pets are vaccinated before movement.
    • That such dogs, cats and small pets are apparently free from infectious contagious or communicable disease and that such dogs, cats and small pets do not originate from an area under quarantine for rabies.
    • A bill of health certifying that the pet is free from disease. It should be issued by a registered veterinary surgeon or official and should be properly signed and stamped within ten days of shipment.
    • A certificate or letter from the local veterinary authorities indicating that the area of origin of the pet is free from rabies.
  8. If applicant is successful on the inspection steps, the applicant will be issued with bank slips to pay appropriate License fees in bank as prescribed by the Authority.
  9. Once the application is submitted with appropriate fees the application is processed and the interstate movement Permit for Dogs and Cats is granted.

Note:All Dogs except those under four (4) months of age to be transported or move into Uganda for any purpose shall be admitted only when accompanied by an official rabies Vaccination certificate stating the dog has been vaccinated against rabies

EligibilityEdit

  1. No canine or feline animal shall be imported into Uganda from any country unless:
  2. The animal is accompanied by the certificate of a veterinary surgeon, signed not more than five days prior to the date of departure from the country of origin, certifying that the animal is free from clinical symptoms of any contagious or infectious disease.
  3. The animal is accompanied by a valid Rabies vaccination certificate stating-
    • the type, manufacturer and Batch No. of the vaccine; the apparent age of the animal at the time of vaccination; the date of vaccination
    • To be Eligible animals must have been vaccinated against Rabies less than six months prior to arrival in Uganda must also be accompanied by a certificate signed by a Government Veterinary Officer of the country of origin stating that there has been no case of Rabies within 30 miles of the place of origin of the animal within the preceding six months.
  4. The animal to be Eligible must be accompanied by a certificate from the Captain of the ship or aircraft in which the animal travelled to Uganda certifying that the animal has not left the craft between the place of embarkation and the place of entry into Uganda, and has been isolated from all other canine and feline animals throughout the journey.

InstructionsEdit

  • Interstate movement permits for Dog/ Cat must be obtained for all fur bearing animals and other animals in capacity before entering Uganda.
  • A person shall not keep a dog or cat exceeding six months of age that is not registered with the Council.
  • The Council shall not register a dog or cat unless its owner produces a valid certificate signed by a veterinary officer.
  • An owner of a dog or cat not bearing a badge and collar, commits an offence.
  • A person shall not permit any dog or cat kept by him or her which is dangerous, ferocious, or suffering from mange, ringworm, distemper or any contagious disease, or bitch in season, to be at large within the jurisdiction of the Council.

The Purpose of this Licence is to control disease in Uganda.

  • Dogs require vaccination against distemper, hepatitis, Leptospirosos, Parvo-virus and rabies. It should have been done not less than 30 days prior to arrival at any point of entry into Uganda.
  • Cats require vaccinations against Feline Entritis and rabies. It should have been done not less than 30 days prior to arrival at any point of entry into Uganda.

Cancellation of the permit

  • A permit may at any time be cancelled by any inspecting officer.
  • In case of any outbreak of disease, inspecting officers shall cancel or alter all permits as may be necessary.
  • A permit shall accompany all animals or carcasses while being moved and shall be produced on the demand of any inspecting or police officer or of any person in occupation of the land through which they are being moved
