Procedure

Apply In-Person.

1. To obtain a written approval to drill a petroleum well, the applicant should contact the authority at the Ministry of Energy and Mineral Development with a detailed report on the technique to be employed, an estimated time to be spent, material to be used and safety measures to be employed, in the drilling of the well.Visit their website on the following link
   • The Act provides that an operator shall not drill a well without the written approval of the Authority..
2. Visit the office and obtain a written approval from the concerned department.
3. Inquire from the officials at the office about the documents to be attached with the completed application form. Complete the application form as required with relevant information and details.
4. After completing the application form with respect to the need, attach the required documents with the completed form.
5. Also pay the prompted fees as required. After that, your application form and documents attached will be forwarded further for various processes of verification and validation.
6. The Commissioner grants a written approval to drill petroleum from the well in accordance with regulations made under this Act.
7. Once all the processes are done and documents are found in order, your application will be approved and a written approval to drill petroleum from the well will be issued with prior notification.

Required Documents

• A completed Application Form should be attached on the application form
• A copy of Certificate of Incorporation should be included on the application form
• A Certified true Copy of Memorandum and Articles of Association.
• A Certified True copies of Form E.should be attached
• A bank Draft Drawn in the favour of the Uganda Government.
• A copy of bank Draft should also be attached on the application form
• A Copy of Current Tax Clearance Certificate.
• A VAT Certificate fro URA should be attached on the application form
• A Company Profile showing the brief history of the company
• A comprehensive Staff List and Curriculum Vitea of the key Staff,
• A List of equipment facility to be used by the company should be attached on the application
• DRP Endorsed Request for Expatriate Quota
• Training Program for Ugandan Staff constant improvement of the staff
• Registration by relevant for professional body dealing in petroleum products.
• A copy of technical agreement of MOU with Ugandan company/DPR Accredited laboratory.
• Current Workmen compensation policy should also be attached on the application form
• Community Affairs, Safety, health Environment and security,
• Copy of current Medical and Retainers-hip agreement with the Hospital or clinic
• Copy of company ID of staff handling for the company should be attached on the application form

Eligibility

• All companies and other stakeholders who wish to drill petroleum in Uganda.
• Any company qualified under terms and conditions prescribed from time to time by the relevant Institutions is free to apply for the grant or award of a license, lease or contract, as the case may be,for the petroleum drill and production of petroleum to the Management of Petroleum Resources.

Fees

• The License fee required for a written approval to drill petroleum well is 10,000 US Dollars.

Validity

• The Valid period is usually 3 years and a renewal is required.

Instructions

• Every well shall be identified by a unique designation for which the licensee shall obtain the prior written approval of the Authority

Required Information

• Name,address and nationality of the applicant. (If body corporate, provide the corporate name, registered office address and place of incorporation).
• Tax Identification Number /VAT Registration Certificate.
• Corporate status of ownership (sole proprietorship, partnership, unincorporated business, incorporated private/public company, association or a co-operative)
• If the body corporate is incorporated outside Uganda, proof of establishment of the place of business in Uganda and registration as a foreign company in accord.
• Proposed location of project (District, county, sub county, parish and village)
• Size of Plot (in Hectares) on which the facility is to be constructed.
• Expected date of commencement of construction.
• Estimated date of completion of the project.
• Name, address and qualifications of the potential principle contractors and supervisors to be employed for the project or company to undertake the construction/modification.
• Proof or commitment of insurance for protection against third party liability, and other construction liabilities.
• Description of the project and amount of investment capital, supported by a Bank Reference Letter.
• Description of safety programmes, equipment and plans for protection of occupation health, industrial safety and environment during regular construction operation as well as contingency plans for accidents, natural disasters and emergencies.
• Any other additional information considered relevant to this application

Need for the Document

• In order for the person who wish to drill petroleum well in Uganda should do so with a written permission. This is done to ensure a safety standards and regulate the drilling of petroleum well in the area,the Ministry of Energy and mineral development requires that anybody who intends to drill petroleum must submit a written request before any activity is done.

Information which might help

• An operator shall submit to the Authority, reasonable notice

of the operator’s intention to abandon any well.

• The closure or plugging of a well shall be carried out only with the prior written consent of the Authority in a manner approved by the Authority.
• The designation of a well shall be stipulated by regulations

made under this Act and shall consist of the name of the prospect, reservoir or field in which the well is to be drilled, followed by the serial number which indicates the chronological order in the drilling sequence for the prospect or field.
