ProcedureEdit

  • Applications for molasses permits shall be submitted from 1st to 30th June each year.
  • No applications shall be considered outside this period unless the supply of molasses is in excess of the demand indicated by the applications received in the period specified and which satisfy the criteria set by the Directorate.

Apply In-Person

  1. The following individuals are eligible to apply for a molasses permit.
    • industrial manufacturers,
    • livestock farmers,
    • registered traders
    • registered exporters.
  2. The Application for a Molasses Permit is done in person by visiting the Uganda registration Bureau Head Offices for registration and thereafter Ministry of trade, industry and Cooperatives for a Licence. You can visit URSBS website Uganda License portal
  3. Here you will be issued with an Application for a Molasses Permit form to fill and submit.
  4. Fill in the required information and attached the required documents.
  5. For applicants who are livestock farmers and traders. They should submit the duly filled application form to their local administration office (Chief or sub-chief) and the livestock officers (County or sub-county) for endorsement before submitting the document to the Uganda registration Service Bureau.
  6. Industrial manufacturers and exporters should just attached the relevant documents and submit it to the Ministry of trade, industry and Cooperatives.
  7. Submit the completed application form and pay the required application fee and submit the receipt as proof of payment.
  8. The permit processing fees is payable in advance on submission of a completed application form. Payment of the processing fees shall not be a guarantee for issuance of a permit.
  9. The Ministry of trade, industry and Cooperatives will review the application and inform the applicants of the success or otherwise of the application using the applicants’ postal address within 25 days after the closure of applications
  10. Once the license processing is done the applicant can collect their Molasses permit from the Ministry of trade, industry and Cooperatives offices

EligibilityEdit

  • Qualified applicants including registered industrial manufacturers who require molasses in their processes,livestock farmers, registered traders and registered exporters are eligible to make this application.

FeesEdit

  • The permit processing fees is charged at Ugshs. 10000. per tonne per month up to 10 tonnes , and Ugshs. 5000 per tonne for amounts above 10 tonnes up to a maximum of Ugshs. 3,000,000.
  • For export quantities, the fees shall be double the local fees.
  • The permit processing fees is payable in advance on submission of a completed application form.


ValidityEdit

  • The certificate is valid for a period of one year.
  • The certificate expires on the 30th June of every year.

Information which might helpEdit

  • The quantity of molasses requested by each applicant shall be in line with the size of business to which the molasses is intended.
  • The application for permits by all livestock farmers and traders shall be made through the local administration and livestock officers.
  • The permit processing fees is payable in advance on submission of a completed application form. Payment of the processing fees shall not be a guarantee for issuance of a permit.
  • All imports and exports shall be subject to licensing in accordance with the sugar and by-products (imports and exports) regulations.
  • The Ministry of trade, industry and Cooperatives shall base its decisions on the national molasses stocks and distribution and the long-term interest of the sugar and related industries when issuing molasses permits.
  • The Ministry of trade, industry and Cooperatives shall endeavor to inform all applicants of the success or otherwise of their applications using the applicants’ postal address within 25 days after the closure of applications in each year. The decision of the Authority shall be deemed to be final.
  • If unsatisfied, applicants may appeal to the Authorities in writing within 330 days of the decision.
  • If unsatisfied with the outcome of the appeal the applicant(s) shall be free to seek arbitration through the Sugar Tribunal.
  • All permits issued shall expire on 30th June each year.
