  1. To obtain a Nursery School-Grade 1 License/Permit in Uganda the applicant has to approach the Municipal/District Education office to which his area belongs to start the process .
  2. Pick the application Form and fill all the required section as prescribed by the Authority.Remember the ministry of education is guided by the assessment done at the Municipality/district level.
  3. Make sure to have completed all the respective application form before a file is opened up at the Municipality/district by the officer in charge and a review of the necessary documentation is done.
  4. Pay the appropriate fees in the Bank before submission.
  5. Please make sure you have all the Minimum requirements that will be considered and these include;
    • The applicant must prove ownership of Land on which the school is located.
    • The applicant must also attach details of the financial resources available for the school, like bank statements.
    • Also required is the number of staff going to run the school and their qualifications.
    • Evidence of access to recreational facilities, including sports fields
    • The management team or Board of Directors in case of private schools needs to be indicated.
    • Some schools do not own fields but it is permissible to bring evidence that you have permission to use recreational facilities that are within your reach or the school vicinity.This is especially for schools that might be situated within cities or towns.
  6. Once all the above minimum requirements are provided, the school is given a provisional license/permit.This is done on condition that within a year, the school owner is supposed to put in place all the missing requirements and report back to the Municipality/District for an operational license/Permit.
  • However,an operational Licence/Permit is not a guarantee that a school can operate as it wishes.It is subject to routine inspection. This is where the ministry of Education office of Directorate of Education Standards (DES) comes in.Routine inspection is intended to ensure that the school maintains the standards put up at the time of getting the operational license/permit.
  • Note A school can be closed at any given time if it defaults on the minimum requirements.
  • A school cannot acquire a Uganda National Examinations Board registration number unless it is licensed with the Ministry of Education.

Any person of 18 years carrying out business in Municipality/Division/Town/City/Kampala City Council Authority’s jurisdiction except those who are exempted under Section 8(2) of the Trade Licensing Act are eligible to obtain Trading license to operate a Nursery School Grade I

InstructionsEdit

The regulation seeks to safeguard the interests of parents and students and ensure that all schools comply with agreed policies and practices.

  • Without an inspection report from the District Education Service officer, a school cannot acquire a license to operate.
  • The approval is subject to this report, which is presented to the Director of Education.
  • The school must have a minimum number of classrooms, depending on the level of the school. The school structures should meet building specifications of the works ministry.
  • Each school must have a qualified headteacher registered with the education ministry. The headteacher must also have a minimum teaching experience of five years.
  • Primary schools should have a minimum of seven teachers, secondary a minimum of 12.All the teachers must be trained and registered with the education ministry.In secondary schools the recommended minimum is 40 students per class and 20 for nursery schools per class.
  • Applicants whose application fails to meet criteria will be informed that their application has been rejected and that they will not be allowed to resubmit until the next scheduled submission date.Applicants whose application meets most criteria will be informed of any weaknesses and invited to attend a meeting to discuss the application modalities.Applicants whose applications fully meet criteria (either initially or after revision) will be Informed that their application meets requirements.
  • It is incumbent on the applicant to acquire these documents as quickly as possible.The applicant will be required at this point to provide a Bank Bond.
  • The ministry of education will review the application and the recommendations of the case by case and either ratify the approval or call for additional information.
  • The Ministry of education will officially inform successful applicants that their license has been awarded.

District education Officer staff will monitor the school during the first year of operation.The license that is issued to the proprietor / partners cannot be sold to a third party. Nor can it be transferred or replaced without the approval of the Ministry of Education.
