- To obtain your Flight Operations/ Flight Operations Officer License, one has to fully complete and submit the prescribed form.
- This form can be obtained by visiting the Personnel Licensing (PEL) Offices of the Uganda Civil Aviation Authority offices.
- After filling the application documents you are required to submit them to the Authority’s Personnel Licensing (PEL) offices.
- You are required to submit the application form with all the required documents for you to get approval to make payments for the prescribed application fees.
- The receiving officers will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified corrected.
- If the receiving officers is satisfied that all the requirements have been met for the issue of a licence and the prescribed application form has been completed and presented in the Personnel Licensing (PEL)_ Office, the applicant will be advised to pay the prescribed application fees, after which the licence will be issued.
- You are also to proceed to pay the prescribed application fees and submit the payment receipt to together with the application documents.
- An application fee of UgSh. 200,000 is charged for the process.
- A processing time of 7 days is needed to complete the processing of the Flight Operations/ Flight Operations Officer License application, after which you will be contacted through a phone call to collect your renewed license at the UCAA’s Personnel Licensing offices.
- You will be required to carry your identification documents when collecting your new license.

Required DocumentsEdit
- A properly completed Application for Issue, Renew and Re-Issue a Flight Operations Officer License available at the Personnel licensing (PEL) offices.
- A Competency Certificate from an Air Operator certificated by the Authority certifying attendance at an approved course and successful completion of all the modules;
- Certification from an Air Operator Certificated by the Authority that the applicant has operated under the supervision of a Flight Operations Officer for at least ninety working days within the six months immediately preceding the date of application;
- A knowledge test results slip;
- Two (2) current passport size photographs (full face);
- An Approved Training Certificate-ATO Certificate certifying that the applicant has satisfactorily completed a course of approved training;
- Records substantiating the experience shown on the application Form.
- Proof of identification documents (Identity card or passport)
- Payment receipt of the prescribed fee

EligibilityEdit
- Be at least twenty-one (21) years of age;
- Attend training in one of the Approved Training Organizations (ATO) proven by a certificate attachment
- Demonstrate the ability to read, speak, write, and understand the English language in accordance with the language proficiency requirements.
- Pass a knowledge test the results of which shall be valid for eighteen months after passing the examination.
- Present documentary evidence satisfactory to the Authority that the applicant has the experience or training as follows;
- A total of two years’ service in any one or in any combination of the capacities specified below provided that in any combination of experience the period served in any capacity shall be at least one year;
- A flight crew member in commercial air transport; or
- A meteorologist in an organization dispatching aircraft in commercial air transport; or
- An air traffic controller or technical supervisor of flight operations officer or air transportation flight operations systems;
- At least one year as an assistant in the dispatching or aircraft used in commercial air transport; or
- Has satisfactorily completed an approved course training in a flight operations.
- An applicant shall have served under the supervision of a flight operations officer for at least ninety (90) days within the six (6) months immediately preceding the application.

The applicant should –
- Take and successfully completed approved course of training
- Obtain Application form from PEL Offices and complete the prescribed application form,
- Submit all the required documents.
- Pay the applicable fees and submit the payment receipt.
- Wait for the processing period to elapse then collect your new Flight Dispatcher license.

- A flight dispatcher (also known as an airline dispatcher, flight follower or flight operations officer) assists in planning flight paths, taking into account aircraft performance and loading, en-route winds, thunderstorm and turbulence forecasts, airspace restrictions, and airport conditions.
- Dispatchers also provide a flight following service and advise pilots if conditions change.
- They usually work in the operations centre of the airline.
- They examine mechanics' reports to make certain required maintenance has been completed.

- Present a photo Identification Card or a Passport as a form of identification, details of which should be the same as the personal information provided on the prescribed application form; and if the applicant’s identity cannot be verified, the application will be rejected, and the applicant will have to return with the proper identification.
- Key Responsibilities for the Flight Operations/ Flight Operations Officer.
- Ensures smooth, efficient and timely dispatch of flights.
- Monitor and identify any operational/technical event which could disrupt the regularity of flights and take mitigative actions, in line with approved company procedures.
- Assist the Pilot in Command in flight preparation providing the relevant information required (e.g. meteorology, NOTAMs, air traffic, slots, etc.).
- Assist the Pilot in Command in preparing Operational Flight Plan (OFP) and Air Traffic Control (ATC) flight plan management.
- Generate a manual OFP when the automated OFP is not available, taking into account prevailing weather conditions and statistical winds.
- Maintain the daily flight schedules in conjunction with other departments, especially maintenance.
- Be responsible for preparation of daily on time performance reports for the onward transmission to the Manager Operations Control.
- Be responsible for preparation of Monthly on time performance.
- In charge of day to day liaison with other company operational departments.
- Prepare a flight release envelope and ensure all its contents are available as indicated and duly signed by the PIC and FOO.
- Conduct pre-flight crew briefing.
- Supply the PIC while in flight with all needed technical information via radio.
- Support wet-leased company with operational information.
- In the event of an emergency, initiate the applicable procedure.
- Arrange safe and reliable transport for crew on duty to and from work during duty
