ProcedureEdit

  • “Pulping station” means a coffee factory or place where coffee cherry is processed into parchment coffee
  • The Pulping station licenses are issued by the respective county government in consultation with the Uganda Coffee Development Authority.

Apply In-Person

  1. Application for a Pulping station license is done in person by visiting the Uganda Coffee Development Authority Head Offices or their field offices in the counties.You can also visit their website on the following Link Uganda Coffee Development Authority
  2. Here you will be issued with an application for pulping station license – form to fill and submit.
  3. Fill in the required information and attached the required documents.
  4. Submit the completed application form and pay the required application fee of Ugshs. 100,000 and submit the receipt as proof of payment.
  5. This is followed by an inspection of applicant’s farm/facilities by the Uganda coffee development Authority field Officers.
  6. After investigations, the UCDA’s field offices will submit their findings to the county coffee working group.
  7. The coffee working group will make recommendations on the application and forward their report to Uganda coffee Development Authority Board Headquarters for the ultimate Board approval.
  8. Upon a successful approval the pulping station applicant is notified and he/she will be required to pay a license fee of Ugsh 1,000,000 to the Authority and submit the receipt as proof of payment.
  9. Once the license processing is done the Pulping station license is issued to the applicant for collection where you submitted your application.

  3. Copy of title deed or certificate of leasehold of duration of lease of not less than six years as proof of ownership or proprietorship and a current certificate of search or other supporting documents.
  4. Clearance by water department. (if applicable)
  5. Proof of a minimum of 2 acres of coffee or 20,000kgs of cherry on an average of three years.
  6. Any other requirements that may be prescribed by the Authority from time to time

Need for the DocumentEdit

  • A Coffee Pulping Station License authorizes the holder to operate as pulping station.
  • No person can operate a pulping station unless he is the holder of a current license issued in respect thereof by the Authority after consultation with the Director.


Information which might helpEdit

  • Coffee licenses in the coffee industry expire by the 30th of June of every year and license holders apply to the Authority for renewal one month prior to the expiry.
  • New license applicants apply any time within the financial year for consideration and licensing.
  • Applicants can deliver or send hard copies of the application to the Uganda Coffee Development Authority offices countrywide. Details of the various offices can found in the “Office Locations & Contacts” section of this page.
  • In Uganda No person shall, for commercial purposes of buy, sell, pulp, mill, warehouse, export or otherwise deal in or transact any business in coffee unless he holds a current license issued by the Authority or the respective County Coffee development Authority for that purpose.

  1. This license shall be only for pulping own coffee.
  2. The County Uganda Development Authority branch may cancel, vary or suspend the license issued to any person if such person fails to comply with terms and conditions of the license.
  3. The pulping stations shall submit their pulping returns to the County on bi-annual basis
  4. A pulping license may be suspended where the licensee, without any good reason acceptable to the County, continues to default in submitting returns.

Obligation Of Pulping License.

  • The following are the operating standards and obligations which shall be binding upon the holders of the license
  1. Where a licensee pulps coffee other than that from own estate, there shall be a service contract between the parties, and the licensee shall deemed to be the agent of the grower and shall act in the best interests of the grower.
  2. The cost of the service shall not exceed 15% of the net earnings from the coffee sales and the same shall be stated in the agreement at the beginning of each year and the amount shall be paid by the growers upon receipt of payment for the coffee.
  3. The licensee shall perform sorting and density grading of cherry immediately upon receipt.
  4. The licensee shall weigh the grower’s cherry using a credible weighing system, maintain an accurate record of the same and give an original receipt thereof to the grower immediately.
  5. The licensee shall diligently and carefully carry out the process of removal of coffee pulp from the cherry, fermentation, washing and drying to the desired moisture content without delay and maintain the highest possible value of the coffee.
  6. The, licensee shall, if it has not done so, buy computers, digitize its coffee weighing scales and post the information of quantity and quality to a central database made accessible to the grower.
  7. In parchment handling, the licensee shall do quality analysis of the dry parchment prior to storage and will mix only parchment that is of similar quality.
  8. The licensee shall digitize stock cards.
  9. The licensee shall insure the coffee against loss and damage while at the station and in transit.
  10. The licensee shall reinforce the security of the station to guard against theft of coffee by its servants or other persons and where security of the parchment cannot reasonably be guaranteed, it shall transport the same to a safer location.
  11. Before moving the coffee, the licensee shall apply for a movement permit for the coffee from the relevant authority and install a tracking device for the vehicle ferrying the coffee.
  12. The licensee shall have the permits for the movement of coffee duly endorsed by the miller to acknowledge receipt of the parchment clearly indicating quantity and quality and shall file proper returns for the same, which shall periodically be availed to auditors for verification.
  13. In cases where the licensee is a co-operative society, its executive officials shall not borrow funds on behalf of the grower, but if expressly approved and passed at the general Assembly.
