ProcedureEdit

  • An owner of an aircraft registered in Uganda or an agent of the owner may apply to the Authority for issue of an export certificate of airworthiness for that aircraft.
  • An application for an export certificate of airworthiness shall be made on a form prescribed by the Authority at least 14 days before the intended date of export of the aircraft out of Uganda.
  • The Authority shall issue an export certificate of airworthiness if –
  1. The applicant submits a statement of compliance with the full Intents of the approved maintenance programme or schedule.
  2. The applicant submits a statement of compliance with the mandatory airworthiness directives and service bulletins applicable to the aircraft and its equipment.
  3. The aircraft has been inspected in accordance with the performance rules of these regulations and found airworthy by persons authorised by the Authority to make such determination within the last 14 days.
  4. The maintenance determined by the Authority as a prerequisite for issue of the export
  5. Certificate of airworthiness has been carried out and certified by a person acceptable to the Authority in accordance with these regulations.
  6. The result of test flight, and such other tests as the Authority may determine are complied with.
  7. Historical records establish the production, modification and maintenance standard of the aircraft and
  8. A weight and balance report with a loading schedule, where applicable, for each aircraft in accordance with the applicable regulations is furnished to the Authority.
  9. Export certificate of airworthiness shall not be used for the purpose of flight but for confirmation of recent satisfactory review of the airworthiness status of the aircraft.

Required DocumentsEdit

  • Duly completed prescribed application form.
  • Full specification of the aircraft including
  • Full description of the type, model and serial number.
  • Type certificate data sheet.
  • Supplementary type certificate data, if any.
  • Make and part numbers of avionics and equipment installed.
  • Airworthiness Directives (ADs) status report.
  • Copy of the current Certificate of Registration, if applicable.
  • Copy of the current C of A, if applicable
  • For aircraft type or model that is new on the Uganda aircraft register, the applicant should submit the application form and the documents listed above.
  • A certificate or notice of de-registration from the previous State of Registry or a letter from the State of Manufacture, if the aircraft is new and has never been registered in any other state, confirming de-registration.
  • Document(s) to prove the aircraft ownership, (e.g. Bill of Sale, e.t.c.).
  • Proof of identity. A copy of a government issued Identity Card (ID) or Passport if owned by an individual, or any other identification card approved by UCAA.
  • A certified copy of the Certificate of Incorporation, if owned by a company.
  • Names of the directors of the company owning or leasing the aircraft and their specimen
  • Signatures giving authority to register and/or operate the aircraft in Uganda. This documents must also designate the person(s) who has the authority to transact on their behalf on matters relating to the aircraft registration and/or operation.
  • A certified copy of the lease agreement, if the aircraft is on lease.
  • A certified copy of the power of attorney from both the owner/lessor and the lessee.
  • A certified copy of an aircraft current Insurance Certificate. and
  • Proof of payment of the prescribed fees.

EligibilityEdit

  • An applicant for aircraft registration shall meet in full the eligibility requirements stated in Civil Aviation Authority Act. Cap 354 of the Uganda Civil Aviation Authority Regulations.

FeesEdit

The fees to be paid for the issue of certificate of Airworthiness of an aircraft shall be on the total weight:

  • In the case of a glider of which the maximum total weight does not exceed 908kg 500,000/=
  • In the case of a glider of which the maximum total weight does exceeds 908kg but does not exceed 2,270kg 800,000/=
  • When the maximum total weight exceeds 2,270 but does not exceed 3,180kg 1,000,000/=
  • When the maximum total weight exceeds 3,180 but does not exceed 4,540kg 1,250,000/=
  • When the maximum total weight exceeds 4,540kg but does not exceed 5,180kg 1,500,000/=
  • When the maximum total weight exceeds 5,180 but does not exceed 6,270kg 2,000,000/=
  • When the maximum total weight exceeds 6,270kg in Respect of the first 6,270kg 2,500,000/=
  • In respect of additional 454kg or part thereof 20,000/=

ValidityEdit

Certificate remains valid as long as the aircraft meets its approved type design and is in a condition for safe operation.

  • In Uganda, a standard airworthiness certificate remains effective providing the maintenance, preventive maintenance and alterations are performed in accordance with relevant requirements and the aircraft remains registered in Uganda.
  • A standard airworthiness certificate ceases to be valid when the aircraft ceases to be registered.

  • An aircraft shall not fly in or over Uganda unless it has a current and valid certificate of airworthiness issued or rendered valid by the State in which the aircraft is registered.
  • The UCAA is the Authority for issuance, validation or renewal of certificates of airworthiness and special flight permits for aircraft registered in Uganda.
