ProcedureEdit

The Aerodrome Licence serves a safety regulatory purpose.

  1. To apply for aerodrome license the applicant has to contact the Uganda Civil Aviation Authority.
    • Submit in a form prescribed by the Authority.
    • Attach copies of aerodrome manual and a plan for the aerodrome.
    • Attach an environmental impact assessment report.
    • Attach the approval report from any relevant authority.
    • Show proof of financial capability.
  2. The applicant should ensure that an aerodrome manual which includes all pertinent information on the aerodrome site, facilities, services, equipment, operating procedures, organization and management including a safety management system, is submitted to the Authority for approval/acceptance prior to granting the aerodrome certificate.
  3. The Authority if certified with the submitted document shall issue aerodrome Licence in the prescribed form and manner where the Authority is satisfied that—
    a)the applicant has the necessary competency and experience to operate and maintain an aerodrome.
    b)the personnel of the applicant are adequate in number and have the necessary competency and experience to operate and maintain an aerodrome.
    c)the aerodrome manual prepared for the aerodrome and submitted with the application contains all the relevant information.
    d)the aerodrome facilities, services and equipment are established in accordance with approved standards and recommended practices.
    e)the aerodrome operating procedures make satisfactory provision for the safety of aircraft.
    f)an approved safety management system is in place.
    g)the applicant has an approved aviation security programme in accordance with the Civil Aviation (Security) Regulations.
  4. The issuance of a certificate shall be subject to compliance with these Regulations and standards prescribed by the Authority and any other condition as may be specified or notified by the Authority in accordance with the requirements for safety audit and inspection.
  5. The Authority may refuse to grant a certificate to an applicant and where the Authority refuses, it shall notify the applicant in writing, of the reasons for the refusal, not later than fourteen days after making that decision.

  1. Two copies of the aerodrome manual.
  2. A plan for the aerodrome.
  3. An environmental impact assessment report.
  4. Approval from any relevant authority.
  5. Proof of financial capability.
  6. Particulars of any non-compliance or deviations from the appropriate aerodrome design, operation or equipment standards.
  7. Particulars of the airspace classification requirements; and charges as prescribed by the Authority in the Aeronautical
  8. Information Publication (AIP) or the Aeronautical Information Circular (AIC).

EligibilityEdit

  • An applicant for aircraft aerodrome Licence shall meet in full the eligibility requirements stated in Civil Aviation Authority of the Uganda Civil Aviation Authority Regulations 27.

FeesEdit

Aerodrome Licence inspection grant/renewal of Aerodrome Licence. Code No. code letter reference length

  1. A Less than 80M
  2. B 80m up to but not including 1200M
  3. C 1200M up to but not including 1800M
  4. D 1800M and Over.

These are the fees that are chargeable annually to individuals or organization constructing private Aerodrome as stated above shall be.

  • Inspection fees A-250,0000,B-300,000,C-350,000,D-400,000
  • Certificate fees A- 50,000,B-75,000,C-100,000,D-150,000

Search of aircraft register or any other register 20,000

ValidityEdit

  • A certificate shall be valid for a period of one year, unless the certificate is suspended, cancelled or revoked in accordance with the Regulations of UCAA.

InstructionsEdit

  • A certificate may be issued subject to any conditions that may be ' prescribed by the Authority.
  • The Authority shall endorse on a certificate the conditions for use of an aerodrome and any other details as may be deemed necessary by the Authority.
  • A person shall not operate an aerodrome as a category A aerodrome, without a certificate issued by the Authority in accordance with this Part.
  • An aerodrome certificate issued under these Regulations is not transferable.
  • A person who contravenes this regulation commits an offence and is liable, on conviction, to a fine not exceeding forty eight currency points or to imprisonment not exceeding twenty four months, or both
