This process is for citizens & Non Citizens of Malaysia – for both who live in Malaysia and Overseas

Apply Online

  1. In order to apply for PCC online, applicant has to reach the online portal: Apply online
  2. In the given page, please select “Malaysian Citizen” or “Foreign Visitors” tab under “Our Services” and then chose “Certificate of Good Conduct” option to reach the “ekonsular” page.
  3. Here, please select the “SIGN UP” option to reach the “User Registration” page.
  4. Please complete the prompts as applicable. Make sure to check for “MALAYSIAN” or “NON-MALAYSIAN / PERMANENT RESIDENTS (PR)” option as applicable.
  5. Once the page prompts are complete, please click on the “Register” option and complete the registration and then login.
  6. In the “ekonsular” page, please click on the “LOGIN” option to reach the login page. Complete the login prompt as applicable and click on the “Log in” button.
  7. The applicant will reach the dashboard page, the user shall browse and click on the “Certificate of Good Conduct” option to select “NEW APPLICATION” sub menu.
  8. The user will reach the “Application For Certificate Of Good Conduct” page.
  9. Please complete the prompt for “Create Application” section and click on the arrow icon at the end of the page to get a pop-up.
  10. Please click “ok” button and select the “SUPPORTING INFORMATION” section.
  11. Please complete the prompts as appropriate and upload the supporting document and click on the arrow icon at the end of the page to get a pop-up.
  12. Please click “ok” button upload passport size photo and passport details as applicable. Please click “+ ADD FILE” button to get a pop-up. Please click on the “ok” button.
  13. Please click on the “NEXT” button for a pop-up page. Please click on the “ok” button.
  14. In the resulting page, verify the information and click on “SUBMIT” button.
  15. The system will display pop-up message box “Submit Application, Submitted application cannot be withdrawn”. Click on “Submit” button.
  16. A pop-up saying “The application has been submitted” will be provided. Please click on the “ok” button to complete the online process.
  17. The applicants are advised to adhere to the email notification from the department. If in case of technical issue there will be a delay in getting the email. So, please check the latest status by log in to the application.
  18. In the dashboard page, please look for the “Certificate of Good Conduct” option and click on the “List of Application” submenu to get the “CERTIFICATE OF GOOD CONDUCT” page.
  19. The system displays a popup “UPDATE WAYS TO COLLECT CERTIFICATE” pop-up.
  20. Choose the method of collection as ‘DOWNLOAD DIGITAL CERTIFICATE” and process the other prompts as applicable. Then click on the “CHECK PAYMENT DETAILS” button.
  21. Hit the “Proceed” button. Then click the “ok” button for the next pop-up.
  22. The system displays “PAYMENT INFORMATION” tab.
  23. Please click on the “CHOOSE PAYMENT METHOD” button at the bottom.
  24. Please complete the payment and get the receipt. Please save it safe for future reference.
  25. This receipt will be useful to get your certificate as per the selected mode.

  • A copy of your passport while living in Malaysia.
  • A copy of your permit of stay in Malaysia, passport number and place of issue as well.
  • Copies of your passport page with your Malaysia visa or of the document with address in Malaysia.

  • Age: 16 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 16 years.
  • The current address of the applicant must be same as in the passport and other supporting documents.
  • Those who are in need of residential status, employment or long term visa or for immigration to a foreign nation.

A police certificate is an official document issued by police or government agency of a country to enumerate any criminal records that the applicant may or may not have. Criminal records may include arrest, conviction, and possibly criminal proceedings.

The CGC is a hard-copy document printed on official A4 paper with the following details:

  • A government letter head
  • A paragraph certifying that the individual is of good conduct
  • The signature of the Commissioner of the Ministry of Foreign Affairs
  • The official stamp of the Ministry of Foreign Affairs with the logo of the Ministry in the middle The CGC does not provide information about an individual’s full criminal record but only states whether an individual has any identifiable records.
