Apply In Person

  1. To Inform Grievances (problems) to Chief Electoral Officer visit the Election Commission of India. The address and contact details of the office can be found in the following Contact Link. State Office Contact Link.
  2. Visit the Office and get the Grievances form Inform Grievances (problems) to Chief Electoral Officer from the relevant department or you can write the complaint on the Plain A4 sheet.
  3. Please fill the grievances form with essential information and details, and it should be attested with the applicant’s signature.
  4. Make sure that you have all the documents that are listed in “Required Documents” section of this page. Attach all the important documents mentioned with the grievance form.
  5. Then, it should be submitted to the relevant authority. Also pay the required fees (if any) for the application process at the office as directed by the officials. Please collect the acknowledgement slip for the paid fee. Keep it safe for future reference.
  6. Your application and attached documents will be sent for verification to check, if there is any discrepancy.
  7. After all the processes are completed, concerned officials will look into the problem and forward it to the Chief electoral Officer.
  8. The Chief electoral Officer will analyse the problem and proceed with solving your grievance by taking necessary measures.


Apply Online

  1. To inform grievance (problems) to chief Electoral Officer, visit the National Grievance Services Portal Link.
  2. On the opened page Click on “Sign Up” to register as a New User or you can directly “Log in” using the Mobile number and password.
  3. Now enter the Captcha appropriately and click on “Submit” to proceed.
  4. On the opened page Click on “Complaint” option. Now Select “Register Complaint” Option under the “Complaints” section.
  5. Now on the opened page, please select relevant “Complaint type” and “Compliant Subject”.
  6. Please mention “Particulars” from the given option. Now give the detailed description about the grievance under “Description” area.
  7. Please Upload document if any (max 200KB in JPG or JPEG format).
  8. Now check once and click on “Submit” to file the complaint.
  9. Track the status of the complaint by visiting following the Complaint Status tracking link.


Apply through Mobile Phone

  • Through Phone Call
  1. Citizens can call the Voter Helpline, the number is 1950.
  2. Citizens can call on the toll-free in English or Hindi with any query or complaint at any time of the day.
  3. Callers can enquire on subjects such as elections, voting dates, EPIC, electoral roll, online registration and lodge a complaint by simply dialling into the toll-free no.


  • Through SMS
  1. Citizens inform the grievance through SMS, the number is 1950.
  2. Please follow the following format to file the complaint through SMS-

SMS <ECI> space <EPIC No> to 1950 (EPIC stands for Electors Photo Identity Card also commonly known as Voter ID card). Example - If EPIC is 12345678 then SMS ECI 12345678 to 1950.

Apply through Mobile App

  1. Applicants can file the complaint through Mobile App. Please visit the following link to download the Voter Helpline Mobile application Google Play store Link and Voter Helpline Mobile application Apple App store Link.
  2. The facility of lodging the Grievances online makes the Voter Helpline application more viable and imitating. After downloading the Application, Click on “Sign Up” to register as a New User or directly “Log in” using the Mobile number and [password.Now Link] enter the Captcha appropriately and click on “Submit” to proceed.
  3. Now click on “File Complaint” option and inform the grievance by selecting the “Complaint type” from the given list. Click on “Submit” to file the complaint.
  4. Applicants can also track the status of their complaint through the same app by clicking on “Status of Complaint” Option.
  5. After clicking on “Status of Complaint” option, the complaint number will appear on the screen. Now click on “View Status” to track the status of the application.
