Apply In-Person:
- To obtain a no-objection certificate for vehicle registration in Andaman & Nicobar Islands, the applicant has to approach the office of the motor vehicle department or the nearest RTO. Find contacts in the link: Link
- Get the application form (FORM 28) from the concerned office or Download the form (FORM 28) and print it out by clicking on the following: Link
- Fill out the application form with appropriate details and provide an authorised signatory (wherever applicable).
- Make sure to have all the necessary documents listed under the "Required Documents" section of this page.
- Submit the completed application form with the necessary documents to the RTO.
- On successful verification, the NOC will be issued.

- To Obtain No Objection Certificate for Vehicle registration, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
- In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
- The applicant will be taken to the “Manual” page where all the available services will be listed.
- Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
- The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
- Please follow the steps to complete the application.

Every owner of Motor Vehicle shall cause the Vehicle to be Registered by a Registrating Authority in whose Jurisdiction he has residence or place of business where the vehicle is normally kept.
