Procedure

Apply In-Person:

1. To obtain a no-objection certificate for vehicle registration in Andaman & Nicobar Islands, the applicant has to approach the office of the motor vehicle department or the nearest RTO. Find contacts in the link: Link
2. Get the application form (FORM 28) from the concerned office or Download the form (FORM 28) and print it out by clicking on the following: Link
3. Fill out the application form with appropriate details and provide an authorised signatory (wherever applicable).
4. Make sure to have all the necessary documents listed under the "Required Documents" section of this page.
5. Submit the completed application form with the necessary documents to the RTO.
6. On successful verification, the NOC will be issued.

Apply Online:

1. To Obtain No Objection Certificate for Vehicle registration, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
3. The applicant will be taken to the “Manual” page where all the available services will be listed.
4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
6. Please follow the steps to complete the application.

Instructions

Every owner of Motor Vehicle shall cause the Vehicle to be Registered by a Registrating Authority in whose Jurisdiction he has residence or place of business where the vehicle is normally kept.

Need for the Document

No person shall drive any Motor Vehicle and no owner of Motor Vehicle shall cause or permit the vehicle to be driven in any public place or any other place, unless the vehicle is Registered in accordence with Chapter 4 of IMV Act 1988.
