Procedure

Apply In-Person:

1. The applicant shall apply and obtain a Maid Placement Agency Licence or Permit from the concerned district “Labour Department” (or the concerned department office as appropriate) where the establishment is situated. Please visit the concerned office in person and consult with the designated authority in the licensing department. This will be helpful in understanding the latest update if any in advance.

3. After getting the updated information, please arrange for all the relevant documents and certificates required for applying. Please collect the application form or write on a plain A4 sheet as advised.
4. Complete the application form. Attach the document as per the “Required Documents” section of this page and submit it to the designated licensing authority as advised.
5. After receiving the application, authorities will check the submitted application and document set. If all are in place, the application will be accepted. Please pay the fees/charges if applicable and don’t forget to take the receipt.
6. The authorities will make entries about this application in the manual record or electronically using the computer.
7. Acknowledgement receipt will be given against every application received. Please collect it and keep it safe for future reference.
8. Applicant will be informed about the next set of actions from the concerned department and the probable date of issue of licence.
9. ”SMS” triggered update on application status will be sent to the applicant’s mobile.
10. The application details and documents will be verified by the respective authorities. Once verified, the application details and documents will be uploaded on the respective website to share the details for the concerned bodies or committee’s consent/verification.
11. The concerned departments (Child Welfare Committees / Commission of Women etc) will access this information to verify the facts.
12. On a scheduled date, these bodies will visit the applicant’s office as per the address provided on the application to inspect and scrutinize the details. The applicant will get notification of such site visit and inspection.
13. Once the above said steps are complete, the inspection report along with the remarks of the concerned bodies will be forwarded to the licensing department.
14. Based on the outcome and submitted records, the licensing team or the concerned authority will evaluate the application to take a decision on the issuance of licence.
15. The status, viz. Approval or Rejection, if any, will be conveyed to the applicant through an “SMS” or by post or as per norms.
16. The licence will be delivered to the office address mentioned on the application through post or hand-delivered as notified, or it will be delivered as per applicable norms
17. The entire process can be completed within 30 to 45 days or as per the timeline provided by the department while applying.

Eligibility

• Applicant should be a citizen of India.
• Those who are 18 years and above are eligible to apply.
• A registered agency shall apply for the licence.
• The owner/proprietor/managing partner/managing director of the registered private placement agency shall apply.

Instructions

• The agency should provide a pass book to every domestic worker affixed with a passport size photograph of the worker.
• A written agreement for engagement of the domestic worker by the employer through a private placement agency should be executed.
• The government is strict (those shall be prosecuted under relevant provision of law) against those supply domestic workers without licence or registration.
• Without cross signature on photograph and signature on the undertaking, the application will be rejected.
• Do not submit fake documents as proof to get the licence.
• Incomplete application will be rejected.
• Avoid spelling mistakes while filling the application form.

Need for the Document

• If any maid placement agency is found deploying domestic workers without registration and licence would face legal consequences and will be penalized.
• No person shall carry on or commence the business of a maid placement agency, unless they hold a licence issued by the respective controlling authority.
• The registration and obtaining licence will be helpful in following the norms as per the government’s norms.
• The licencing process involves the registered firm to follow certain rules and need to implement certain regulations to secure a licence. This in turn will be helpful for the maids in securing the government fixed pay scale and other benefits.
