Apply In-Person:
- To Apply for Television Channel License, the applicant has to approach the Ministry of Information and Broadcasting link
- An application form will be provided to the applicant by the concerned officer. Or the applicant has to download the application form from the following link
- The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
- Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
- The applicant has to attach the photocopies of the required documents along with the application form while submitting.
- Submit all the documents with the completed form to the concerned officer.
- After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
- All applications are processed within a reasonable time, having regard to the circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
- The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
- On the basis of information furnished in the application form, if the applicant is found eligible, its application will be sent for security clearance to the Ministry of Home Affairs and for clearance of satellite use to the Department of Space (wherever required).
- As soon as these clearances are received, the applicant would be asked to pay permission fee online through broadcast seva portal and Performance Bank Guarantee as applicable.
- Further, the applicant company in respect of teleports would be required to sign an agreement titled as a 'Grant of Permission Agreement', in the format Form 2, which is being prescribed separately.
- This entire process can be completed within 30 – 60 days or as per the timeline advised by the respective department authority.

Apply Online:
- To Apply for Television Channel License, the applicant has to make the application online via the following link
- If the applicant is an existing user, they can click “Sign In” and enter username and password to login.
- If the applicant is a new user, the applicant must click “Sign Up” and enter the required credentials and then login.
- After login, the applicant must click “Application for permission for Uplinking/Downlinking/Uplinking and Downlinking” and click “Start filing new application” Button.
- Then the applicant must enter the details of company and click “next “button to go to next step.
- Next follow the instructions and complete the rest of application by enter the details of owners and partners, employees, and equity and net worth details etc.
- Next the applicant must upload all the necessary documents that are mentioned in the “Required Documents” section of this page.
- Note: All the document to be uploaded must be in “pdf format” and “digitally Signed”. The portal will automatically reject any document which is not digitally signed or in pdf format.
- Accept all terms and conditions by click on checkbox and save the form by clicking “save draft” button.
- On the processing fee tab, the user will enter fee amount and pay fee by click on Proceed to Pay Button. The fee details are mentioned in “Fees” section of this page.
- Once the payment is done successfully, Transaction Ref No, and Payment Status will be updated automatically. User can download Receipt by click on “Download Details”.
- By click on “Preview” Button, User can see Print Preview of Application form and take print for the same. By click on “Submit” Button, Application will submit to MIB.

- An attested copy of Applicant Company’s Registration Certificate under Company’s Act 1956.
- A copy of Certificate of incorporation; Memorandum & Articles of Association and Marketing/ Distribution Agreement.
- Shareholding Pattern
- A separate sheet giving Name, Address, contact Telephone of Promoters & Majority Shareholders and equity held in terms of amount and percentage of paid-up equity.
- A list of Key Executives along with bio-data of each Director giving date of birth, place of birth, parentage, nationality, permanent address, residential address, official address, passport number (if any), qualification, experience, parentage etc.
- Audited Balance sheet and Profit & Loss Account for the last 3 financial years and Certificate of Net Worth by a Chartered Accountant based on these documents.
- Details of map of footprint of the satellite proposed to be hired/ being used for downlinking (channel wise).
- Copy of the permission for up linking the channel. Copy of the license / approval granted by the licensing or regulatory authority of that country (channel wise).
- Copy of relevant documents of Applicant Company evidencing ownership of channel/s being or proposed to be downlinked or marketing and/or distribution rights for territory of India for each channel.
- Copy of documents in support of a News and Current Affairs Channel fulfilling the eligibility criteria prescribed in the guidelines.
- An indicative programme schedule.

EligibilityEdit
- As per the eligibility criteria for permission of satellite TV channels under uplinking guidelines, the applicant company is required to be registered in India under the Companies Act, 1956.
- The eligibility criteria is primarily based on minimum net worth of the company. In case of a company desirous to uplink one News and Current Affairs TV channel1, it should have minimum net worth of Rs. 3.00 Crores.
- For uplinking of each additional channel, the minimum net worth requirement enhanced by additional Rs. 2.00 Crores.
- In case of non-News and Current Affairs Channels, the net worth requirement reduced to half of that of News and Current Affairs Channels.
- For setting up of teleport, the company should have net worth of Rs.1.00 crore for single channel capacity, Rs.1.50 crore for 6 channel capacity, Rs.2.50 crore for 10 channel capacity and Rs.3.00 crore for 15 channel capacity.
FeesEdit
- There is a stipulation of Rs. 5 Lakhs per channel as permission fee for a channel in uplinking guidelines for a term of 10 years.
- As far as downlinking guidelines are concerned, there is a registration fee of Rs. 5 Lakhs per channel for a period of 5 years.
- Extension beyond five years for another 5 years is permitted at the registration fee of another 5 Lakhs per channel.
- In case of channels uplinked from abroad and downliked in India, Rs. 1 lakh per channel as annual fee is also applicable.

- The Permission of Television Channel License shall be granted for a period of 10 years.
