Procedure

Apply In-Person:

1. To apply for the Public Performance License (PPL), the applicant shall approach the respective regional office of “Phonographic Performance Limited (PPL)” as appropriate to apply for the Public Performance Licence (PPL).

3. Please visit the respective office and consult with the designated authority. The authorities will provide the details and the procedure which the applicant needs to follow to get the licence / permission.
4. The applicant shall collect the application form or write on a plain A4 sheet as advised.
5. Please complete the application form with the mandatory details. Attach the document as per the “Required Documents” section of this page and submit it to the designated receiving authority as advised.
6. After receiving the application, authorities will check the submitted application and document set. If all are in place, the application will be accepted.
7. The authorities will evaluate the application to arrive at the fees that need to be paid by the applicant.
8. The department will calculate the fees requirement based on the number of guests, the duration of the event etc.
9. Once the fee is finalized, the authority will generate the invoice for the applicant to make payment.
10. Please pay the invoice amount as per advised mode. Please refer to the “Fees” section of this page for more details on fee requirements.
11. Once the payment is made, the department will issue the licence on the same day or as per the timeline mentioned by the authorities.
12. Please follow the authorities guidelines to get the licence.
13. The whole process can be completed within 1 day or as per the timeline provided by the authorities.

• Applicant’s proof of address (ration card / bank pass book / telephone bill / Aadhaar card)

• Rent/lease agreement, if the premises is rented / leased one

• ”PAN” of the proprietor/company/firm/individual
• Aadhaar card of the managing partners / the applicant as applicable

Eligibility

• The establishments including hotels, bars, cafés, gyms, restaurants, offices, shopping malls, aeroplanes and taxis or non-commercial places like college campus for concerts, festivals, etc. are eligible to apply.
• The applicant should be a citizen of India.
• Those who are 18 years and above are eligible to apply.
• If the applicant is an organization, then it should be a registered one.

Fees

• The applicant shall pay the applicable licence fee and other charges as per the authorities quote.
• The fee of the Phonographic Performance Limited (PPL) licence depends upon various factors such as Place type, Number of hours played, Number of songs played, Venue Capacity and Business type.

• The payment shall be made via Online transfer, Cheque, DD, NEFT/RTGS/IMPS. Payment in cash will not be accepted.

Validity

• The issued licence or permit will be valid for the period mentioned on the licence or as per the timeline the event is organized.

Instructions

• The licence is non-exclusive and non-transferable.
• The organizer should provide minimum two tickets/invitation passes to the PPL office.
• The licence is valid exclusively for the premises / individual and address mentioned on the licence.
• The government is strict against the unauthorized playing of pre-recorded music in public places, without the licence grant by the PPL.
• The organizer should not allow or permit any other person to make any recording of any Copyrighted Music included in the licence.
• The organizer should not involve in taping or recording or re-recording.
• Do not submit fake documents as a proof to get the licence.
• Incomplete application will be rejected.
• Avoid spelling mistakes while filling the application form.

Need for the Document

• Irrespective of commercial or non-commercial nature of the establishment or event, the organizers need to obtain the “Public performance and entertainment licence (PPEL)” to ensure the quality of entertainment and live performances such as orchestra or band, music, recorded audio-videos in a public area as per government norms.
