Pre-registration processes
Before beginning the application process, the applicant has to accomplish the following requirements:

  1. Firstly, the applicant has to appoint an authorized individual who should agree to and attest the application. He/she could be the owner or another senior official of the organization.
  2. He/she will also be required to undergo a security assessment and a criminal record check. To know more about criminal record check, visit Royal Canadian Mounted Police
  3. Then, the applicant should proceed to appoint a designated official. He/she must consent to the program for conducting a security assessment.
  4. He/she must register for and complete the Mandatory Training for Designated officials before the approval of the registration. Visit Mandatory Training registration

Upon completion of the above mentioned processes, the applicant can apply for the registration through any of the following ways:

  • Apply through email
  1. To apply for Controlled Goods Directorate Registration through email, the applicant has to send an email application to the Controlled Goods Directorate.
  2. Email address to which application has to be sent can be found below: dmc-cgd@tpsgc-pwgsc.gc.ca
  3. First, the applicant has to visit the following link to complete the application form application form
  4. Or, the applicant can also download the application form by clicking the following application PDF
  5. Proceed to complete the application form with required details and information such as information about his/her organization, the controlled goods, and the names of the authorized individual, designated officials, owners and business officials.
  6. After that, the applicant has to complete a Security Assessment Application for each of the required individual in the organization Security Assessment
  7. The Security Assessment Application can be completed either electronically with the help the link provided above or manually with the help of the following PDF document Security Assessment Application PDF
  8. Once completed filling the forms, the applicant has to attach the documents mentioned in the “Required Documents” section of this page.
  9. Then, the applicant has to make soft copies of the forms and required documents, and send them to the email address mentioned above.
  10. There is no cost to register in the Controlled Goods Program. However, the applicant may incur administrative costs when complying with the Defence Production Act.
  11. Upon submission of the application, it will be assigned to a registration analyst for processing. He/she will check and verify the application and attached documents.
  12. On completion of the analysis, if everything submitted by the applicant is found sufficient, the Directorate will invite the applicant through phone call or email or any applicable means and issue a Certificate of Registration.
  13. If the application is rejected or denied, the office will send a relevant notice to the applicant through mail or email. The application process usually gets completed within 32 business days.
  14. The applicant can inquire about the status of the application after the 4-week waiting period.


  • Apply through courier/mail
  1. To apply for Controlled Goods Directorate Registration through courier/mail, the applicant has to send an application to the Controlled Goods Directorate’s mailing/courier address.

Documents to be submitted by each required individual:

  • Completed Security Assessment form
  • Two soft/hard copies of Government-issued Identification (at least one photo ID)
  • Proof of Citizenship (birth certificate, passport, permanent resident card)
  • Proof of residence (driver's licence, government-issued document with address)
  • Certified Criminal record check (based on name/fingerprint)

EligibilityEdit

  • Any individual, who lives in Canada on a regular basis as either a Canadian citizen or a permanent resident and carries on business in Canada, is eligible.
  • Businesses that are incorporated or authorized by federal, provincial or territorial law to operate as a business in Canada are eligible.
  • These businesses can be sole proprietorships, partnerships and corporations as well as organizations such as universities, legions and associations.

InstructionsEdit

  • Incomplete applications will not be processed and will be returned to the addressee. To avoid delays, the applicants have to review their applications before submitting.
  • They should also ensure that all sections have been filled out and supplementary documentation has been included.
  • Once fully completed application and supporting documentation have been received, allow 45 calendar days to process.

  • Registered persons have an obligation to report to the program, any and all changes to the information provided in the application for registration form within 10 business days from the date of the change.

  • Any person who fails to comply with the Defence Production Act may have their registration with the Controlled Goods Program suspended or revoked or face prosecution for failing to comply and be subject to a fine not exceeding $2,000,000, and/or imprisonment not exceeding 10 years.
