ProcedureEdit

Apply In-Person:

  1. The applicant shall approach the respective state pollution control board or the pollution control committee (for the respective UT’s) office of their respective district as appropriate. Those who are operating in more than two states shall obtain registration from the central pollution control board (CPCB).
  2.   3. Please visit the respective office and consult with the designated authority about the application procedure. Collect the application form or write on a plain A4 sheet as advised.
  4. Application form can also be downloaded using the following link1 please refer page number 20 AND link2 please refer page number 9 for “FORM I” AND link3 please refer page number 24.
  5. Complete the application form. Attach all the required documents as per the “Required Documents” section of this page and submit the application form in 3 sets along with the documents to the designated receiving authority.
  6. Please pay the applicable fees (if any) as per the acceptable mode (demand draft/challan). Please refer to the “Fees” section of this page for more details.
  7. After receiving the application, authorities will check the submitted application and document set. If all are in place, the application will be accepted.
  8. Authorities will make entries about this application in the manual record or electronically using the computer and provide you a record number for reference.
  9. The authority will also sign and seal one set (photo copy of the original) of the application and return it to the applicant. This signed application is also the proof for the submission of the application.
  10. Please keep them safe for future reference.
  11. Applicant will be informed of the probable date of getting this certificate along with other timeline for mandatory activities.
  12. ”SMS” triggered update on application status will be sent to the applicant’s mobile. So, keep track of the notification from the department.
  13. This application will be processed further. The application will be examined by respective department and shortcomings, if any, shall be communicated to the applicant within seven working days (or as per the norms) of receipt of the application.
  14. On receipt of the application complete in all respects for the registration under plastic waste management, the concerned inspection team will inspect the premises on the scheduled date to make necessary inquiry.
  15. The inspection team will inspect the premises to verify the possession of appropriate facility, technical capabilities and equipment’s to handle the plastic waste safely.
  16. After such inquiry and on being satisfied that the applicant possesses appropriate facilities, technical capabilities and equipment to handle plastic waste safely, the inspection team will submit their report to the sanctioning authority.
  17. Based on the outcome of the above report and other internal processing, the designated issuing/sanctioning authority will take a decision to grant the registration. If required, the applicant may be asked to meet the respective authority with notified details.
  18. The status, viz. Approval or Rejection will be conveyed to the applicant through a “SMS”.
  19. If approved, the licence will be hand delivered, or sent through post to the address mentioned while applying, or issued as per applicable norms.
  20. This entire process can be completed in ninety days or as per the timeline advised by the respective department authority.
  21. If no response is received from the applicant within thirty days of receipt of department's communication about shortcomings, the application shall be considered as withdrawn.
  22. The registration certificate shall be deemed to be generated, if the concerned department does not send any response to the applicant within one month of the receipt of the complete application in its office.

  • Details of worker/ staff/ management (Number, Age, Educational Qualification, Experience)
  • ”GST” certificate
  • ”PAN” card
  • Passport size photo as per requirement
  • Aadhaar card

  • Apart from the above documents, authorities may ask for additional information or documents. Please provide them for processing.

EligibilityEdit

  • Applicant should be a citizen of India.
  • Those who are 18 years and above are eligible to apply.
  • The applicant should obtain a valid consent under the water (prevention and control of pollution) act and the air (prevention and control of pollution) act, along with a certificate of registration issued by the district industries centre or any other government agency authorized in this regard, in order to apply for this registration.
  • A government registered firm shall apply.



FeesEdit

  • Please pay the application fee, processing fee and other charges, as prescribed by the authorities at the time of application.



ValidityEdit

  • In general, the registration granted shall initially be valid for a period of one year, unless revoked, suspended or cancelled and shall subsequently be granted for three years.
  • The applicants are advised to adhere to the respective department’s norms on the validity of the certificate.

InstructionsEdit

  • Every person/entity engaged in processing of plastic waste shall prepare and submit an annual report in “Form-IV” or as per the form prescribed by the respective state to the local body concerned by the 30th April of every year.
  • Incomplete application will be rejected.
  • Avoid spelling mistakes while filling the application form.
  • At any stage, if the document submitted by the applicant is found to be false, then the registration issued shall be liable to be cancelled.

Need for the DocumentEdit

  • No person shall involve in plastic waste processing without obtaining registration with the respective pollution control board.
  • To avoid penalty and legal action, the unit involved in plastic waste processing should be registered.



Information which might helpEdit

  • Carry bags and plastic packaging shall either be in natural shade which is without any added pigments or made using only those pigments and colourants which are in conformity with the Indian standard.
  • The documents submitted along with the application by the applicants shall be subject to verification, including third-party audit by the respective board.
  • The registered unit’s shall submit half-yearly reports to the respective board giving statement of plastic waste collection and utilization during the half-yearly term.
