ProcedureEdit

Apply Online

  1. To Register for Aspire Scheme (NSIC), the applicant has to make the application online via link
  2. Select the Business Incubator Category and select the agencies.
  3. If the applicant selects the private agency enters the unique NGO ID and Pan No and then click the “Validate” button.
  4. If the applicant selects the government agency, the applicant can sprightly complete the registration form.
  5. Once entered all the details click the “Submit” button.
  6. Now the applicant has to login by using user ID and password.
  7. The applicant has to complete the application form with all the necessary details.
  8. Also, upload the entire essential documents which are mentioned in the “Required Documents” section of this page.
  9. The prescribed amount is mentioned in the site; the applicant needs to pay the amount in online mode.
  10. After completing all the process, click the “Submit” button.
  11. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  12. The Scheme Steering Committee will be responsible for overall policy, coordination, and management support.
  13. Then the application will be processed further. All the updates on the application status will be sent via SMS to the applicant’s mobile number.
  14. NSIC and Ministry of MSME will make a visit to the applicant’s unit for the purpose of preliminary appraisal after submitting the form.
  15. Then, the agency will sanction a limit for the unit post inspection.
  16. After getting the sanction, the prospective beneficiary will be required to sign the agreement with Ministry of MSME.
  17. After signing the agreement, NSIC and Ministry of MSME will disburse the assistance for the unit provided that a security in the form of Bank Guarantee from approved or nationalized banks is furnished by the applicant.
  18. Once all the process gets completed, the applicant gets call from the office.
  19. The applicant has to visit the office to get the scheme document and further process needs to complete.
  20. The processing time of this procedure takes up to 1 – 3 months.


Apply By Mail

  1. To Register for Aspire Scheme (NSIC), the applicant has to mail the proposal to Ministry of Micro, Small & Medium Enterprises link
  2. The applicant has to download the application form from the following link Scroll down to page number No 26.
  3. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  4. Make sure that the applicant has to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  6. The applicant has to mail all the documents with the completed form to Ministry of Micro, Small & Medium Enterprises.
  7. The office Address is given in “Office Locations & Contacts” section of this page.
  8. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  9. An acknowledgment receipt will be provided. Please save it for future reference.
  10. Then the application will be processed further. All the updates on the application status will be sent via SMS to the applicant’s mobile number.
  11. NSIC and Ministry of MSME will make a visit to the applicant’s unit for the purpose of preliminary appraisal after submitting the form.

EligibilityEdit

Eligibility for proposal submission

  • Any agency/institution of Government of India/State Government or; existing training centres under Ministries/Departments of Government of India/State Government, Industry Associations, and Academic Institutions.
  • Any not-for-profit private institutions with experience in successfully executing incubation and/or skill development programs may be eligible to set up an LBI.
  • Any entrepreneur who intends to set up start-ups.
  • Any technical/university/research institutes including those in the field of rural and agro-based industry.
  • All MSMEs with Entrepreneurs Memorandum Registration.
  • Any institute/agency under the Government of India or any State Government in the field of technology, business management, rural development and entrepreneur development or anybody corporate under Public-Private Partnership (PPP) mode can set up Livelihood Business Incubation (LBI).
  • Any existing incubation centres operating under different Ministries and Departments of Government of India and institutions which include National/Regional level institutions of Government of India or any State Government for setting up centres dedicated to incubation and enterprise creation in the area of agro-based industries.
  • Any new incubation centres to be set up by eligible private institutions including industry associations along with academic institutions, universities, government entities, R&D laboratories, and technology parks.
  • The application for this scheme is to be submitted to the Aspire Scheme Steering Committee of the Ministry of MSME. Scheme Steering Committee is responsible for coordination, overall policy, and management support.

  • Aspire - A Scheme for Promotion of Innovation, Rural Industries and Entrepreneurship. ASPIRE- was launched to set up a network of technology centres and to set up incubation centres to accelerate entrepreneurship and also to promote start-ups for innovation in Agro-industry.
