Procedure

Apply In-Person

1. To register as a bus operator in Odisha the applicant has to approach the RTO office of the area.
   
2. Information related to the RTO offices and licensing authority can be obtained from the “Office Location and Contacts” Section of this page.
   
3. You will have to submit Application in front of permit authority.
   
4. The applicant should make sure they are eligible for applying as a bus operator by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
   
5. Please make sure you have all the documents that are listed down the “Required Documents” section of this page.
   
6. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
   
7. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
   
   

Apply online via State Portal

1. You can also register as bus operator online via state portal: Register online
   
2. Select the online services tab from the web site page.
   
3. From the dropdown menu select “Stage Carriage Permit”
   
4. You will be redirected to the Odisha Permit Management System.
   
5. Or else, you can directly go to the website via following link: Web
   
6. On the right side top corner click on registration tab.
   
7. You will be redirected to the registration form.
   
8. There are three sections to the form, Fill the details as required.
   
9. First Section: Fill the user details
   
10. Second section: Communication details
    
11. Third section: Personal details, In this section the user has to, Upload his/her ID proof i.e either Aadhar Card or PAN Card with card number and scanned copy of that card.
    
12. After filling all the details he/she needs to click the “Register” button.
    
13. By clicking “Register” button a One tine Password (OTP) will be sent to his/her registered mobile number and to his/her registered email address.
    
14. By Using the Email address as USER ID and Password, he/she can access to their OPMS account.
    

• Note 1:-Mobile number and Email are required for OTP (One Time Password) and Other message or Mail verification.
  
• Note 2:-If a bus operator have more than one vehicle, he/she can access all type of services for all his/her buses by Registering Once for that he/she has to his/her vehicles with his/her email address in OPMS.

Required Documents

• For the registration as Bus operator one has to apply before the Licensing Authority along with the following documents. Applicant needs to provide all the documents, failure to provide any of these will result in delay or refusal of your registration.
  
  

Proof of Identification as Individual applicant

1. Certified copies of proof of identity: Aadhaar card
   
2. Residential proof
   
3. Ration Card with Affidavit or
   
4. Voter's Identity Card or
   
5. Certified Copy of Voter List or
   
6. Life Insurance Policy at least six months old with latest receipt or
   
7. Valid Passport or
   
8. Employer's Certificate in case of Central Government /State Government /Local Bodies supported by attested copy of Identity Card.
   
9. Age Proof (attested copy of)
   
10. Educational Certificate or
    
11. Birth Certificate issued by the Registrar Birth and Death showing the name of the applicant or
    
12. Life Insurance Policy at least six months old or
    
13. Valid Passport (Attested) or
    
14. Employer's Certificate in case of Central Government /State Government /Local Bodies supported by attested copy of Identity Card.
    
    

Business documents needs to be provided if registration is done as a firm/organisation.

1. A copy of the certificate of incorporation; and
   
2. A list of the names of all directors of the company, current as at the date of application.
   
3. A copy of the certificate of incorporation or registration or a copy of the document creating or evidencing the existence of the body corporate or, for Government authorities or organisations incorporated under legislation, a letter on a letterhead stating the name of the legislation under which they are incorporated; and
   
4. A list of the names of all directors and/or office bearers of the body corporate, current as at the date of application.
   
5. A letter duly authorised by the body corporate appointing the contact person as its representative and authorising the contact person to bind the body corporate and act on its behalf in all matters relating to the registration.

Need for the Document

• Bus operator registration is mandatory for any bus service which operates one or more buses with 10 to 12 seats for adults (including the driver) to provide a service for the transport of passengers by road
  
• A Certificate of Roadworthiness (also known as a ‘roadworthy’ or ‘RWC’) shows that your vehicle’s safe enough to be used on public roads. A roadworthy is required whenever a vehicle’s sold, if it’s being re-registered, and to clear some defect notices.
