Procedure

Apply In-Person

1. Application for registration for dealing in Tobacco processing is done in person by visiting the commissioner for tobacco control in the Ministry of Agriculture and fisheries Head Offices.You can visit their website on the following Link
   
2. Here you will be issued with an Application form for registration as Tobacco processor to fill and submit.
3. Fill in the required information properly and attach the required documents to the application before.
4. Submit the completed application form and pay the required application fee of Ugsh.622,623 and submit the receipt as proof of payment.
5. This is followed by verification of Tobacco processing by the commissioner for Tobacco control from the Ministry of Agriculture and Fisheries.
6. Recommendations based in findings of the investigation will be made to the Tobacco control officer(s) for final Authority approval.
7. At this point, the applicant is notified if the applicant has been successfully accepted to process Tobacco or which rectifications have to be made in order for Tobacco processor to be registered.
8. Upon a successful approval, the applicant is notified and he/she will be required to pay the Registration fee to the Ministry and submit the receipt as proof of payment.
9. These activities include: buying tobacco, processing tobacco, operating a factory in which any type of tobacco is processed or intended to be processed, controlling a store used or intended to be used for the storage of tobacco and sponsoring the growing of tobacco.
10. Once the registration process is done, the Tobacco processors’ registration certificate is issued to the applicant.

Required Documents

• Submit a duly filled application form to the Ministry.
• A License for Tobacco growing area to support the processing factory.
• Area of land where Tobacco is to be processed.
• Proof of payment of processing fees and other taxes
• Buying tobacco License for the current year.
• Any other requirements that may be prescribed by the commissioner from time to time

Eligibility

• Any person who wishes to process tobacco for sale is eligible for tobacco processor’s license in accordance with regulations made for that purpose

Fees

• The Registration Fee required to process Tobacco is USh. 622,623

Validity

• This permit is Valid for a period not exceed 1 year

• No person shall carry out any activity specified in the regulations without a valid registration certificate, issued by the commissioner in respect of that activity.
• These activities include: buying tobacco, processing tobacco, operating a factory in which any type of tobacco is processed or intended to be processed, controlling a store used or intended to be used for the storage of tobacco and sponsoring the growing of tobacco.

Need for the Document

• In order to protect the public, Tobacco processors are mandated by law to apply for a permission in order to protect the users from dangers arising from excessive use of Tobacco , the Ministry of agriculture animal industry and fisheries requires that anybody who intends to process Tobacco should be licensed .
• The purpose of this document is to satisfy that the applicant meets the requirements necessary to carry out tobacco processing activities before a license is issued.
