ProcedureEdit

  1. Apply for your seed import permit Licence through the Uganda National Seed Board secretary under the Ministry of Agriculture industry and Fisheries.
    • The applicant should submit a notice of intention to import seed in Form SR 19 and should have been issued with an import Permit in Form SR 20 as specified.
  2. Once you have all your legal papers in place, Visit the Ministry of Agriculture industries and Fisheries headquarters to start the Licence process.
  3. Pick an application form for a Licence, fill the form and submit the completed application form to Ministry of Agriculture and Fisheries offices where Seed import license certificate is issued.
  4. Application for Seed import Permit Licence must be made in the name of a person or a corporation and submitted on a standard form. The application form must be submitted together with other required documents and the proposed varieties to be imported which must comply with minimum standards as specified in layout plans of the Seed import process.
    • The applicants are also required to attach a National seed variety list or a common seed catalogue especially for the new business.
    • The applicant is require to prove that he/she has installed all equipment necessary for seed processing and storage.
    • The applicant must, in applying for variety testing, show evidence of high performance of the variety in yield trials and on farm trials.
    • The applicant must prove that he/she has adequate trained and competent personnel knowledgeable in seed related matters.
  5. Once the application form has been completely filled, proceed to Pay for Seed import Licence fee. Then you can Submit your application to the National Seed Board under the Ministry of Agriculture industries and Fisheries.
  6. /The application shall be accompanied by the required seed samples and prescribed fees to cover the costs of conducting the trials.
  7. Once the application is received, authorities will verify the details and provide applicant with receipt. Keep it safe for future transaction. Authorities will inform about the successive steps.
  8. The Ministry of Agriculture and Fisheries shall conduct inspections to monitor the safety of the seed before a Licence is issued to make sure that seeds to be imported affirms to the seed safety standards of international level.
  9. To ensure that the seeds to be imported are in the form that allows easy sampling. This is required for all business intending to import Seed on international Market.
    • To ensure that the seeds species shall not be offered for sale unless it has been tested and certified.
    • To ensure that the applicant has established an extensive and comprehensive seed distribution channel of registered agents, subagents and stockists.
  10. After all the formalities are successful, applicant will be informed to collect the Seed import Licence. Collect the Licence from the Ministry of Agriculture industries and fisheries department of Uganda Nation Seed Board.
  11. All seed for import shall be accompanied by an ISTA Orange International Certificate, an export Permit and a Phytosanitary Certificate.
  12. An applicant who is registered and has been issued with a certificate of registration shall be entered into the register of seed merchants and assigned a registration number.

Note: Grant or rejection of permission is sole discretion of Uganda National Seed Board. Ensure that the Seed imported by importer is safe and up to standard. To retain your Seed import license, you must purchase seed supplies from approved sources and comply with the Ministry of Agriculture industries and Fisheries requirements for seed safety.

Any person carrying out seed Import business in Uganda jurisdiction except those who are exempted under seed and Plant Act 2006 are eligible to obtain Seed import license.

  • The Secretary shall keep a record of all registered seed growers.
  • Seed shall not be offered for sale unless it has been officially tested in the official seed testing laboratory and certified in accordance with these Regulations and has had its quality declared.
  • A person shall not sell seed unless he holds a valid certificate.
  • Seed imported into the country shall be declared upon arrival for verification
