- The first step is to identify a suitable premise and qualified personnel to setup the mini-dairy / milk dispenser. Make sure the mini-dairy / milk dispenser premises has complied with the laid out hygienic and operational requirements. (These have been mentioned in the eligibility section.)
- Contact the nearest Dairy Development Authority office to obtain a notice of a preliminary inspection of premises. You can also visit their website on the following link Dairy Development Authority
- This will be followed by an inspection of the premises by the Dairy Development Authority to determine whether the mini-dairy / milk dispenser premises has complied with the laid out hygienic and operational requirements
- If everything is in order, you can move on to the next step and make your application for license . Where areas of non-compliances are identified, improvements should be undertaken.
- Before the applicant is permitted to open up a mini-dairy / milk dispenser premises, the authority shall satisfy that the applicant meets the requirements necessary for carrying out the activity.
- An application to undertake mini-dairy / milk dispenser premises shall be in Form 2 set out in the Schedule of the Regulations.
- The application shall be accompanied by the fee specified in the fourth schedule to the regulations.
- The application shall, in addition to the fee referred to above , shall make sure that the Structures :-
- housing the unit shall be of sufficient area to carry out work under sanitary or hygienic conditions.
- and design shall allow location of equipment in such a way that does not impede product and personnel flow.
- (Materials used in construction shall be non-toxic to humans.
- The materials shall be water proof and non-decompsable under the work environment but this shall exclude polyethylene linings.
- The walls inside the workroom shall be smooth, cleanable, and have a uniform pattern.
- Seek regular advisory services from DDA’s compliance Officers for the Milk Cottage industry , how they should be designed and equipment layout goes on.
- On completion of mini-dairy / milk dispenser premises/ facility, contact the nearest DDA office for a preliminary inspection of the facility.
- Where areas of non-compliances are identified from the inspections, improvements should be undertaken so that everything is up to par.
- If everything is in order, you can move on to the next step and submit your application for a mini-dairy / milk dispenser premises permit/ license through the Dairy Development Authority Licensing Board.
- Once payment is made the mini-dairy / milk dispenser premises license will be processed within twenty-five days.
- The license has a validity period of one year and you can start operations immediately.
- Pay monthly dues and levy as and where applicable. Other conditions of issuance of the license should be observed (Non-compliance can lead to suspension of permit)

EligibilityEdit
- A milk processing license is issued to milk cooling facilities handling above/ below 5,000 litres of raw milk per day
- The milk cooling facility should comply with the laid out hygienic and operational requirements. This include compliance in the following areas among others;
- Premises: should be properly located, designed, ventilated, lighted and protected from contamination
- Equipment – Equipment, piping, accessories and other contact surfaces coming into contact with milk and milk products should be easy to clean and sanitize, corrosion resistant and made from food grade material
- Personnel: Milk handling personnel should be clean and well-groomed, properly attired and medically certified
- Record keeping: Quality records should be maintain and updated
- Waste management: Effluent and other solid wastes should be managed in accordance with regulations
- Utilities: Adequate supply of potable water and other essential utilities depending on type of operation
- Management: Premises should be managed by a qualified supervisor or manager
- Operations: Recommended processing schedules should be followed e.g. cooling temperatures and time controls
- Rodent and vermin control: Premises should be protected against invasion by flies, rodents, birds and other vermin

- Licensing of mini dairies/ milk dispensers is an important activity in regulation of the dairy industry. It facilitates regular inspection of such premises to ensure compliance to milk quality and safety requirements.
- In Uganda no person is allowed to carry out milk processing without a valid milk processing license.
