Apply In-Person

  1. The first step is to identify a suitable premise and qualified personnel to setup the milk bar business. Make sure the milk bar premises complies with the laid out hygienic and operational requirements. (These have been mentioned in the eligibility section.)
  2. Contact the nearest Dairy Development Authority office to obtain a notice of a preliminary inspection of premises.You should visit their website on the following Link Dairy Development Authority
  3. This will be followed by an inspection of the premises by the Dairy Development Authority to determine whether the milk bar premises has complied with the laid out hygienic and operational requirements
  4. If everything is in order,you can move on to the next step and make your application for license. Where areas of non-compliance are identified, improvements should be undertaken.
  5. Here you will be given and application for a Permit Form to fill and submit. After this you are supposed to return the form of the application
  6. Before the Applicant is permitted to setup a Milk Bar ,the Authority shall satisfy that the applicant meets the requirements necessary for carrying out the activity.
  7. An application to undertake Milk Bar shall be in a prescribed Form set out in the Third Schedule to these Regulations.
  8. The application shall be accompanied by the fee specified in the Fourth Schedule to these Regulations.
  9. The application shall, in addition to the fee referred to above , shall Indicate :-
    • the full name and address of the applicant;
    • in the case of a company limited by shares, the names and full addresses of its directors;
    • a commitment to submit to the Authority samples of each batch of milk or milk products to be sold for quality tests;
  10. The Milk Bar permit shall not be unreasonably withheld and shall be issued to the applicant within a period not exceeding twenty-five working days after receipt of the application by the Authority.
    • Seek regular advisory services from DDA’s Compliance Officers for information on setting up a Milk bar and how they should be designed and how the layout goes on.
  11. On completion of set up a milk Bar facility, contact the nearest DDA office for a preliminary inspection of Facility.
    • Where areas of non-compliances are identified from the inspections, improvements should be undertaken so that everything is up to par.
  12. If everything is in order, you can move on to the next step and submit your application for a milk Bar permit/ license through the Dairy Development Authority Licensing Board.
  13. Once payment is made,the milk Bar permit/ license will be processed within twenty-five days.
  14. The license has a validity period of one year and you can start operations immediately.
  15. Pay monthly dues and levy as and where applicable. Other conditions of issuance of the license should be observed (Non-compliance can lead to suspension of permit)

EligibilityEdit

  • A milk bar license is issued to retail milk operators handling low quantities of milk ranging from 50 litres to 1,000 litres per day.
  • Milk bar premises should comply with the laid out hygienic and operational requirements. This include compliance in the following areas among others;
  1. Premises: should be properly located, designed, ventilated, lighted and protected from contamination
  2. Equipment – Equipment, piping, accessories and other contact surfaces coming into contact with milk and milk products should be easy to clean and sanitize, corrosion resistant and made from food grade material
  3. Personnel: Milk handling personnel should be clean and well-groomed, properly attired and medically certified
  4. Record keeping: Quality records should be maintain and updated
  5. Waste management: Effluent and other solid wastes should be managed in accordance with regulations
  6. Utilities: Adequate supply of potable water and other essential utilities depending on type of operation
  7. Management: Premises should be managed by a qualified supervisor or manager
  8. Operations: Recommended processing schedules should be followed e.g. pasteurization temperatures and time controls
  9. Rodent and vermin control: Premises should be protected against invasion by flies, rodents, birds and other vermin

  2. Request the premises to be inspected by the DDA inspectorate.
  3. Inspection is carried on application fee.
  4. On successful inspection the client makes an application for the lensing of the premises upon payment of necessary fees.
  5. License is issued.

  • Licensing of milk handling premises is an important activity in regulation of the dairy industry. It facilitates regular inspection of such premises to ensure compliance to milk quality and safety requirements.

Information which might helpEdit

  • Quarterly inspections of milk handling premises are conducted to monitor compliance with the requirements of the Dairy Industry Act Cap 336 and other public health regulations.
  • The inspection process is automated and well-structured to ensure standardization, objectivity and efficiency. Non compliances are addressed through technical advisory services and other legal procedures
  • Milk dealers are required to obtain relevant licenses and permits from Dairy Development Authority . Premises dealing with milk and milk products are first inspected to establish compliance to milk quality and safety requirements prior to licensing. Routine inspections are subsequently conducted to monitor continued compliance. Non compliances may lead to suspension of license.
