Apply In-Person

  1. Application for obtaining Land rent clearance certificate License should be made to the commissioner of lands,in the Ministry of Lands,housing and urban Development.You can visit their website on the following Link Ministry of Lands.
  2. Submit your application to the Ministry of Lands housing and urban Development.
  3. Upon payment of outstanding Land rent and on application, the commissioner of land issues a Land rent clearance certificate.
  4. This certificate is proof that there are no outstanding fees to be paid to the Municipality.
  5. A Land rent clearance certificate License is issued to the applicant at the same place where the application was submitted .

  • Complete copy of title
  • Copy of deed plan
  • Evidence of full payment of outstanding rent (LRT2 deposit forms, Pay-in-slips and most recent Rent Clearance Certificate)

Need for the DocumentEdit

  1. A Land Rent Clearance Certificate applies specifically to areas where the land is leasehold. Under the repealed land laws, land rent could not be levied for property under the ambit of the Government Lands Act. Currently the Land Registration Act provides that the registrar shall not register any instrument that seeks to create any interest in land if land rents for that particular property have not been paid.
  2. A Land Rent Clearance Certificate is the evidence of payment of such rents and the Registrar issues it.
  3. In Uganda, every transaction involving the transfer of interests in land must have a consent or certificate as prescribed by the laws of Uganda.
  4. The Land Rent Clearance Certificate is issued by the Commissioner of Lands and has the same purpose as the Rates Clearance Certificate with respect to property taxes to be paid to the State.

  • The Departments of Lands (Land Rent Section) - This section is the custodian of all government leasehold and land rent records. Rent assessment is done by the office and payment made to the Commissioner of Domestic taxes through Commercial Bank on prescribed forms, which show details such as parcel number, owners name, address, personal identification number and the amount of rent payable per annum.
