ProcedureEdit
- Pick and complete a hides and Skin buyer’s License Application form from Livestock Department under the ministry of Agriculture Animal industries and fisheries as prescribed, by appropriate licensing authority.
- After filling the form proceed to pay the prescribed fee in the Bank
- Submit the completed form along with a copy of pay slip from the bank and all other required documents which include.
- Proof report showing that the applicant possesses sufficient knowledge of the hides and skins trade.
- Commitment that the applicant is capable of complying with the conditions prescribed by the Authority
- Proof that the applicant shall maintain premises which are suitable for the purpose of buying and storing hides and skins.
- That the Applicant is not an undischarged bankrupt or company liquidation
- Once the application is approved, a Hides and Skin buyer’s Licence shall be granted to the applicant.
- The licensing authority may refuse to grant a Hides and skin buyer’s Licence without assigning any reason for the refusal, and may revoke any Licence granted, if it is satisfied that any of the terms and conditions upon which the Licence was granted has been contravened.
- The Hides and skin buyers Licence owner is required to display a copy of the Licence in the place of business at all times.
Note: A licensing officer may, upon application, if satisfied that the applicant licensee continues to possess the qualifications required by the Law, order the transfer of a buyers Licence to premises other than those in relation to which it was issued or is held.

- Un-mounted photographs of the applicant which shall be approximately 2 ½ inches by 2 inches in size.
- One photograph shall be certified on the back by the person attesting the signature of the applicant.
- Fee charged by the Local Government.
- Filled application form.

Any person carrying out Hide and Skin business in Uganda jurisdiction except those who are exempted under Hides and Skin trade Act Cap 89 are eligible to obtain hides and Skin buyer’s License.

License Fee: 5,000 Ugshs
Renewal Fee: 5,000 Ugshs
ValidityEdit
Licenses expires on the 31st December each year and it is renewable only on condition that one complies with the hides and skins Trade Act Cap 89.

- No person shall in any region whether on his or her own account or on behalf of any other person purchase for resale or tanning in Uganda any hide or skin—unless he or she is in possession of a valid buyers Licence in the prescribed form issued to him or her by a licensing officer
- No person shall in any region whether on his or her own account or on behalf of any other person engage in the trade of buying, cleaning or preparing any green hides or green skins for the purpose of resale—unless he or she is in possession of a buyers Licence issued to him or her for that purpose by the licensing officer;
- A buyer’s licence shall not be transferable by the licensee to any other person.

- Leather tanning is being carried out in a number of tanneries, with major ones mentioned below:
- Leather Industries of Uganda, Jinja: capacity 150,000 hides and 500,000 skins per year. Operational.
- Uganda fish skin tannery: capacity 250,000 Nile Perch skins per year. Operational
- Novelty Tannery (Formerly Tannery & Leather Improvements Uganda), Masaka: capacity 150,000 hides, 400,000 skins/year. Operational
- Skyfat, Jinja. This is the most recently established tannery and it is the largest in the country at the moment.
- Operational Skin Tannery – Jinja: Under construction
- Elgon Tannery – Masaka: Under construction
- Basajjabalaba Tannery, Mbarara: capacity 40,000 hides and 1,000,000 skins per year. Currently shut down pending revitalization.
- In Uganda a number of products are made from leather with shoes being the dominant one. Other products made on small scale include: footballs, handbags, belts, mats, and assorted leather artifacts.
