ProcedureEdit

A License is a permission granted to someone upon application to a controlling authority to do something in prescribed manner, usually after fulfillment of certain conditions and/or payment of a fee.

  1. Any person intending to engage in the business of pool table trading in Uganda shall make a written application to the Ministry of Local Government requesting for a license through the Municipal council Authority.
  2. The licensing Authority may stipulate such conditions as the licensee may think fit to Carry out a feasibility study to check the market and industry condition and ascertain, if they can meet the industry requirements.
  3. Then Fill the form and return the same to the Municipality Council head office. It is important to give information that will satisfy the Municipal council that the applicant can meet the relevant license condition and has the technical and financial capability to comply with the terms and conditions of the license.
  4. Before an application is accepted it must fulfill certain requirements specified by the Ministry of Local government and this must be attached on the application form.
  5. The next step for the applicant is to attach the necessary documents on the application form and on this stage they need to furnish the Municipality council with sufficient information to enable the Municipal Council to make a full assessment of the suitability of the Applicant to hold the License.The following information is required.
    • The legal and financial status of the applicant.
    • A technical and economic description of the Pool table business;
    • Description of how the pool table business fit in with the existing and planned programs of the Municipality.
    • The planned time of commencement of the pool table business;
    • The impact of the business on public interest and possible mitigation;
    • The results and reports of assessments,including environmental impact assessments, and any other studies carried out the potential impacts of the pool table business on private interests,including other rights holders and all relevant consents and permits required under any other law.
  6. The applicant must send a final application to Municipality, and another copy to Ministry of local government accompanied by such fee as may be prescribed under Trade (licensing) Grading Business Areas) Instrument,2017. Any person intending to apply for License to engage in Pool table Business shall duly comply with the conditions and requirements laid down by the Municipality council.
  7. Then submit the a completed application form along with the relevant documents and the processing fees to the Municipality council indicating clearly that the primary business is to engage in Pool table business Grade 1.
  8. The commission then grants the license to the applicant and the license may be for a period not exceeding 12 months

EligibilityEdit

Any person carrying out business in Municipality/Town/City/Kampala City Council Authority’s jurisdiction except those who are exempted under Section 8(2) of the Trade Licensing Act are eligible to obtain Trading license for Pool table-Grade I.

The exempted businesses include among others the following:

  • Any trade carried on in a market.
  • The trade of a planter, farmer, gardener, dairy person or agriculturist in respect of sale of his or her own dairy or agriculture produce.
  • The trade of a person in respect of goods bonafide made by him or her by his or her handicraft in or any premises where he or she normally resides, or by the handicraft of persons normal: residing with him or her or who are his or employees or members of his or her family.

  • (b) Grade II - 75,000 Ugx
  • (c) Grade III - 60,000 Ugx
  • (d) Grade IV - 30,000 Ugx

Town Council Licence fee:(Grade 11)

  • (a) Grade I - 112,500 Ugx
  • (b) Grade II - 81,000 Ugx
  • (c) Grade III - 45,000 Ugx
  • (d) Grade IV - 32,400 Ugx

Municipal Council Renewal Fee:

  • (a) Grade I - 150,000 Ugx
  • (b) Grade II - 75,000 Ugx
  • (c) Grade III - 60,000 Ugx
  • (d) Grade IV - 30,000 Ugx

InstructionsEdit

  • Purpose of this License is to regulate the trade of Pool table in Uganda.
  • It’s a Legal requirement for any person selling goods and services as provided for by the Licensing Act CAP 101 to enable Municipality / City Council Authority (KCCA) regulate trade and order.
  • Besides the said above regulatory role, payment of trade license fees contributes towards the financing of Municipality/ City Council Authority’s service delivery.
