ProcedureEdit

Apply In-person

  1. To obtain a certificate of exemption for a person intending to generate, distribute and sale electricity for rural electrification, where the maximum supply capacity does not exceed two megawatts shall apply to the Electricity Regulatory Authority for a certificate of exemption in the form set out in schedule 1 of the electricity regulations.
  2. ERA encourages applicants to submit typed application forms using MS Word.
  3. In order to be deemed eligible, and to progress to the evaluation, the annex to your completed application form shall, where applicable, include the following using the ERA standard template formats, which are available for download from their website: ERA website
    • Application form:
      • ERA CV template
      • ERA Project reference template
      • Declaration of intent from partners
    • Technical Brief:
      • Technical Feasibility study template (demand and willingness study template)
      • Project Brief template for submission to NEMA
    • Business plan:
      • Business Plan template
      • ERA Gantt chart/ implementation time plan
      • Project financial model template (off-grid calculation sheet)
  4. A holder of a certificate of exemption shall be exempted from complying with all or any of the service standards applicable to licensees.
  5. The exemption certificate shall be subjected to terms and conditions as the committee deem fit. The applicant shall also be subjected to supervision and monitoring by the Electricity Regulatory Authority.
  6. If approved, the Electricity Regulatory Authority shall issue approval letter, and the applicant at this point can pay the prescribed fee before collecting the certificate of exemption form the Authority.
  7. Once all the processes are done and documents are found in order, your application will be approved and a certificate of exemption for generate, distribute and sale electricity for rural electrification shall be issued with prior notification

  • A Business plan indicating the megawatts required, implementation time plan and financial model .
  • A brief report to be submitted to NEMA.
  • Declaration of intent from partners should be attached on the application.
