Apply In-Person:
To register or start an aviation business in Nigeria, the applicant will have to follow the procedures listed to obtain required permits/licenses and certificates.

REGISTRATION WITH CORPORATE AFFAIRS COMMISSION

  1. Firstly, the business/company should be named. Select names of your choice and conduct a name availability search at the Corporate Affairs Commission (CAC) registry.
  2. With respect to the search results, you can reserve a name of your choice that is available as well. Further, the reserved name should be registered with the CAC.
  3. The name reservation and registration process can be done either in person or online.

  5. The online application portal can be found in the following link: Link You have to visit the link, register yourself and make use of the applicable options to reserve and register your company name (refer ‘apply online’ section).
  6. Next step is company registration, but before that, a Memorandum of Association and Articles of Association must be drawn with the help of a Solicitor/Notary Public as required for the business aspects.
  7. Further, complete the registration of the company in person or through the online portal. In case you are choosing ‘in person’, the applicant has to visit the office of CAC and complete a registration form.
  8. Then, it should be submitted along with all the required documents. Refer “Required documents” section of this page. After submission, pay the necessary filing and stamp duty fees as directed by the officials. (For online procedure, refer ‘apply online’ section)
  9. Upon completion of all required processes, the applicant will be asked to collect the Certificate of Incorporation.


Apply Online

  1. Online application link is as follows: Link click the link and do the following steps.
  2. Click on the “Search now” option under ‘public search’ tab to conduct a public name search. Enter the proposed names in the search bar and look for availability by clicking “search” button.
  3. Choose an available name and return back to the homepage. Click “Reserve name now” option to reserve the chosen name. If you already have an account, enter the user details and click “login” button. If not, click the “Sign up” button below, registration page will appear.
  4. Complete the registration form as applicable and click “Register” button. Account verification mail would have been sent, click the link sent to you to activate the account. Click “Login” button at the top of the next page and enter the user details, then click “Login” button to enter into your account.
  5. Click “New name reservation” button, name reservation form page will be opened, complete the first tab and click “save & continue” button. Select classification as applicable.
  6. Similarly, complete the next tab, go through the application preview and click “save & continue” button.
  7. Click “Remita” button in the payment tab and complete the payment as applicable by entering the card details and clicking “submit” button. As an acknowledgement, an availability code will be generated for the reserved name.
  8. To register a business, you would have to select the “New Company Registration” button and enter the availability code in the tab provided and proceed. Complete the registration by following the on-screen instructions and providing the required information, then submit the application.
  9. After submission of application, pay the required filing and Stamp duty fees amount by following the on-screen instructions.


AIR TRANSPORT LICENCE
(For offering scheduled and non-scheduled air transport services)

  1. To apply for getting an Air Transport License in person, the applicant has to visit the office of Director General of the Nigerian Civil Aviation Authority (NCAA).
  2. The address and contact details of the Nigerian Civil Aviation Authority (NCAA) can be found in the following link: contact link
  3. Visit the NCAA office with an application letter made in writing and duly signed by a person authorised by the applicant to request for an Air Transport Licence from the relevant department.
  4. Make sure that you have all the documents listed in the “Required Documents” section of this page.
  5. Attach the required documents with the application form.
  6. Then, proceed to submit the package to the Director General at the office in person for further processes. Make the necessary payment as directed.
  7. After submission, the completed form and corresponding documents will be put into further verification and validation processes.
  8. Once all the processes got completed, the authorities will make necessary steps for the license issuance process.
  9. The applicant will be asked for visiting the office and collecting the license.


AIRLINE OPERATING PERMIT
(For establishing and operating an Airline business)

  1. To apply for getting an Airline Operating Permit in person, the applicant has to visit the office of Director General of the Nigerian Civil Aviation Authority (NCAA).

  3. Visit the NCAA office with an application letter made in writing and duly signed by a person authorised by the applicant to request for an Airline Operating Permit.
  4. Make sure that you have all the documents listed in the “Required Documents” section of this page.
  5. Attach the required documents with the application form.
  6. Then, proceed to submit the application and the required documents to the Director General at the office in person for further processes.
  7. Pay the non-refundable processing fee through a Bank Draft payable to the NCAA and also submit the proof of payment at the office.
  8. After submission, the completed form and corresponding documents will be put into further verification and validation processes.
  9. Once all the processes get completed, the authorities will take the necessary steps for the permit issuance process.
  10. The applicant will be asked for visiting the office and collecting the permit.


AIR OPERATOR CERTIFICATE
(For demonstrating its Airworthiness Standards to get recognized by NCAA)

  1. To apply for getting an Air Operator Certificate in person, the applicant has to visit the office of Director General of the Nigerian Civil Aviation Authority (NCAA).

  3. Visit the NCAA office with an application letter made in writing and duly signed by a person authorised by the applicant to request for an Air Operator Certificate.
  4. Make sure that you have all the documents listed in the “Required Documents” section of this page.
  5. Attach the required documents with the application form.
  6. Then, proceed to submit the application and the required documents to the Director General at the office in person for further processes.
  7. After submission, the completed form and corresponding documents will be put into further verification and validation processes.
  8. Once all the processes get completed, the authorities will take the necessary steps for the certificate issuance process.
  9. The applicant will be asked for visiting the office and collecting the certificate.


FOREIGN CARRIERS OPERATING PERMIT
(For offering foreign carrier services)

  1. To apply for a Foreign Carriers Operating Permit (FCOP) in person, the applying entity must visit the office of any Nigerian Diplomatic Mission in his/her nationality.
  2. The address and contact details of the Ministry of Foreign Affairs can be found in the following link: Link
  3. Contact the Foreign Affairs office and obtain details about the Nigerian diplomatic mission or high commission located in your nationality.
  4. Visit the office of the mission/embassy and make an application in a format as prescribed by the officials for a Foreign Carrier Operating Permit from the relevant department.
  5. Make sure that you have all the documents listed in the “Required documents” section of this page.
  6. Complete the form as required with relevant details under respective sections. After completing the application form, attach the required documents with the completed form.
  7. Then, proceed to submit the package to the relevant authority at the office in person for further processes. Make the necessary payment as directed.
  8. After submission, the completed form and corresponding documents will be put into further verification and validation processes.
  9. Once all the processes get completed, the authorities will make necessary steps for the permit issuance process.
  10. The applicant will be asked for visiting the office and collecting the permit.


REGISTER AN AIRCRAFT
(For registering the aircrafts that are about to be used)

  1. To apply for registering an Aircraft in person, the applicant has to visit the office of the Nigerian Civil Aviations Authority.
  2. The address contact details of the Nigerian Civil Aviation Authority (NCAA) can be found in the following link: Link
  3. Visit the office and get an application form for registering an Aircraft (AC-AWS 001A) from the relevant department.
  4. Make sure that you have all the documents listed in the “Required documents” section of this page.
  5. Complete the form as required with relevant details under respective sections. After completing the application form, attest it and submit it at the office.
  6. On receipt of application, an evaluation will be conducted in the concerned aircraft by the respective official.
  7. After the aircraft has been evaluated and found acceptable for issue of a certificate of registration it is required to submit the required documents to the Authority.
  8. Also, pay the prescribed fees for the application process as directed at a designated bank and attach the proof of payment with the documents.
  9. Then, proceed to submit the documents package to the Director General at the office in person for further processes.
  10. After submission, the completed form and corresponding documents will be put into further verification process.
  11. On completion of a successful documents evaluation, the airworthiness inspector issues the ‘aircraft acceptance for registration’ note.
  12. Further, within the stipulated time, the authorities will make necessary steps for the Registration Certificate issuance process.
  13. Once the document is ready to be collected, the applicant will be informed and asked to collect it by any applicable means.



AERODROME CERTIFICATION

  1. To apply for an Aerodrome Certificate in person, the applicant has to make an application at the Nigerian Civil Aviations Authority.

  3. Visit the office and get an application form for Aerodrome Certificate (AC -ARD 002-1 and AC-ARD002-2) from the relevant department.

  6. Complete the form as required with relevant details under respective sections. After completing the application form, attest it and submit it at the office.
  7. On receipt of application, it will be formally assessed and evaluated by the respective official.
  8. Further, the facilities and equipments of the aerodrome will be assessed and inspected.
  9. If everything is found correct and sufficient, the authorities will make necessary steps for the Registration Certificate issuance process.
  10. Once the document is ready to be collected, the applicant will be informed and asked to collect it by any applicable means.

EligibilityEdit

AIR TRANSPORT LICENCE

  • Any individual or organisation in Nigeria, that wishes to carry on the business of Airlines and offer scheduled and non-scheduled services, can apply.
  • This license category applies to carriage of passengers, mail and cargo by air for hire and reward in public transport category.
  • The applying entity must produce all the documents as required by the Nigerian Civil Aviations Authority.
  • It is mandatory that at least one member of the board of directors must be aviation professional in line with the provisions of the Act and the majority shareholding shall be held by Nigerian(s).

AIRLINE OPERATING PERMIT

  • Any individual or organisation, that wishes to carry on the business of Airlines and offer non-scheduled services only, is eligible for the permit.
  • The applying entity must possess a founding document in order to become eligible for the permit.


AIR OPERATOR CERTIFICATE

  • Any Nigerian Company, that wishes to demonstrate its Airworthiness, can apply.
  • The applying entity must enact its ability to provide sufficient employment and organization, considerable implementation of Training Programmes and inspection of Aircraft Conformity.


FOREIGN CARRIERS OPERATING PERMIT

  • Any foreign individual or organisation that wishes to carry on the business of Airlines and offer foreign carrier services is eligible for the permit.
  • The applying entity must be declared under an existing bilateral air services agreement between its government and Nigeria.
  • The applying entity must be in compliance with the ‘Part 10’ of the Nigerian Civil Aviations Regulations.


REGISTER AN AIRCRAFT

  • Any individual or organisation, that wishes to make use of an aircraft for any of the stipulated purposes, should apply for registration.
  • The individual must be a citizen of Nigeria or an individual citizen of another State who is lawfully admitted for permanent residence in Nigeria.
  • The applying organisation must be a corporation lawfully organised and doing business under the laws of Nigeria.
  • The aircraft seeking registration must be a Nigerian-based aircraft and should be primarily used in Nigeria.
  • The applying entity must possess an Identification proof/proof of Incorporation (as applicable) in order to become eligible for the registration.

Non-refundable processing fee: N1,000,000
After receiving the license, an annual utilization fee of N200,000 should be paid.

AOP:
Non-refundable processing fee: N500,000.00
After receiving the permit, an annual utilization fee of N100,000.00 should be paid.

InstructionsEdit

  • The Director-General is free to demand any additional information from the applicant regarding the application.
  • Every airline Operator providing air transport services for hire and reward, must have adequate Insurance for passengers/cargo and third party. The insurance must be sufficient to pay compensation of $100,000.00 USD (one hundred thousand US Dollars) per passenger in case of death or injury.
  • Every Foreign Carrier must ensure there is adequacy of documentation and provision for evaluation during critical times, on its side.
  • It is important that the completed form must contain all the information required properly and the form must be filled legibly, in order to get accepted by the Authority.
  • Make sure that you attach all the required documents as specified by the authority to avoid rejections.

Need for the DocumentEdit

  • ATL: Any Nigerian individual or organisation, who wants to involve in Airline business and offer scheduled and non-scheduled air transport services inside the Republic, must possess an Air Transport License.
  • AOP: Any person living in the Republic of Nigeria must possess an Airline Operating Permit if he/she wants to establish and operate an Airline business within the Republic.
  • AOC: When Nigerian Company needs to demonstrate its Airworthiness Standards, an Air Operator Certificate is required.
  • FCOP: Airline companies belonging to nationalities other than Nigeria are required to possess a Foreign Carriers Operating Permit when they want to offer airline services inside the Nigerian Republic.
  • Aircraft Registration: If an aircraft is about to be used by a Nigerian Individual/Organisation inside Nigeria for permitted purposes, it must be registered with the Nigerian Civil Aviation Authority.
  • Aerodrome Certificate: It is required to operate an Aerodrome for conducting flight operations.

  • Applicants should be aware that they will be required to read the conditions present in the application, before attesting the application form and comply with them appropriately.
  • No person shall operate an aircraft in Nigeria without security clearance issued by the Government. Applicants duly completed Personal History Statement (PHS) forms and other relevant documents will be forwarded by the Authority to the Ministry responsible for Aviation for purpose of security clearance.
  • The Authority will in the process of carrying out the technical evaluation of the application cause the notice of application to be published in the Official Government Gazette, the fee of which shall be paid by the applicant.
  • The result of the technical evaluation of the application along with an appropriate recommendation will be forwarded to the Air Transport Licensing Committee (ATLC) for consideration and approval to issue the Licence or otherwise as soon as the Security Clearance is received from the Ministry.
  • The Authority will in the process of carrying out the technical evaluation of the application cause the notice of the application to be published in the Official Government Gazette, the fee of which shall be paid by the applicant.

  • It is to be noted that any foreign airlines engaging in non-scheduled passenger operations must perform the processes in co-ordination with a Nigerian Air Travel Organiser’s Licence holder.
  • The foreign air operator shall ensure that any person authorised by the Authority, will be permitted at any time, without prior notice, to board and inspect any aircraft operated for commercial air transportation to Nigeria.
  • An applicant under these Regulations shall apply for the initial issue of a Document of Authorisations, Conditions, and Limitations at least ninety days before the date of commencement of intended operation.
